고해상도 정사영상 제작을 위한 표준품셈 현행화 연구

국문 초록

본 연구에서는 고해상도 정사영상 제작 시 작업단계 별 적정 소요일수와 투입인력을 제시하고자 하였다. 이를 위하여 정사영상 제작과 영상지도 제작을 구분하고, 최신 정사영상 제작 작업 및 성과에 관한 규정에 따라 실제 작업공정을 반영하여 대분류 2종 중분류 8종 소분류 12종으로 세분화 되었다. 또한, 고해상도 정사영상의 지상표본거리(GSD)에 따라 작업량을 산정할 수 있도록 증감계수를 설정하였다. 현장실사 및 영상지도 제작업체의 실증자료를 분석하여 각 작업공정별 적정 소요공수를 도출하였다. 실증자료 분석에 있어 연구자의 주관이 배제되는 표준화 점수(Z-Score) 방법을 적용하여 이상치를 제거한 뒤 신규 해상도 대상 적정 증감비율을 산정하였다. 연구 결과에 대하여 전문가 자문회의 및 공청회를 개최하여 의견을 수렴하고, 최종 개정(안)을 도출하였다.

영문 초록

This study aims to propose the optimal number of days and personnel required for each stage of producing high-resolution orthoimages. To achieve this, the process of orthoimage production was differentiated from image map production, and actual workflows were reflected by categorizing tasks according to the latest regulations on orthoimage production tasks and outputs. The tasks were classified into two main categories, eight intermediate categories, and twelve subcategories. Additionally, adjustment coefficients were established to estimate the workload based on the ground sampling distance (GSD) of high-resolution orthoimages. By analyzing field surveys and empirical data from image map production companies, the appropriate labor hours required for each workflow stage were derived. For the empirical data analysis, standardized scores (Z-scores) were applied to eliminate outliers, allowing for the calculation of appropriate adjustment ratios for new resolutions. The research results were reviewed through expert consultation meetings and public hearings to gather feedback, leading to the final proposed revision.
