지하시설물의 효율적 유지·관리를 위한 통합형 인식표지 도입방안 연구

국문 초록

최근 들어 지하시설물 인식표지 시스템은 관리기관별로 별도의 명칭 사용과 설치기준이 서로 다르며, ｢도로법｣의 규정에는 인식표지 설치 의무화가 규정되어 있으나, 법률 이행이 이뤄지지 않고 있다. 이에 본 연구에서는 다양한 기관별, 부처별 인식표지의 설치기준이나, 관리 등의 현황에 따른 통합형 인식표지의 도입방안을 제시하였다. 연구결과를 요약하면, 현행 법률의 범위와 영역을 확대하여 통합형 인식표지의 도입과 지원을 위한 법률적인 개선이 우선적으로 이뤄져야 하며, 지하시설물에 대한 관리주체의 명확한 기준 정립, 사회적 비용 최소화 및 업무처리의 효율성 강화 측면, 현장실무에서의 스마트 폰 기반 앱을 통한 실시간 정보제공 측면, 그리고 끝으로 시스템화를 통한 통합적인 정보체계 구축 등의 도입방안이 필요하다.

영문 초록

Recently, the underground facility recognition marks system has different standards for the use and installation of separate names for each management agency, and the 「Road Act」 stipulates that the installation of recognition marks is mandatory, but it is not observed. Therefore, in this study, a plan to introduce integrated recognition marks according to the current status of installation standards and management of recognition marks by various institutions and ministries was proposed. To summarize the results of this study, legal improvements for the introduction and support of integrated recognition marks should be made first by expanding the scope and domain of the current law, establishing clear standards for underground facilities, minimizing social costs and enhancing efficiency in business processing, providing real time information through smartphone-based apps in field practice, and finally establishing an integrated information system through systemization.
