정부 창업지원이 창업성과에 미치는 영향에 대한 메타연구: 2020년 이후 연구를 중심으로

국문 초록

본 연구는 2020년부터 2024년까지 국내에서 수행된 정부의 창업지원이 창업성과에 미치는 영향에 대한 메타분석을 실시하였다. RISS에서 '창업지원' 또는 '창업성과'를 키워드로 검색한 774개의 논문 중 선별 과정을 거쳐 최종 37편의 논문을 분석 대상으로 선정하였다. 창업지원은 교육, 시설 및 공간, 컨설팅, 자금지원으로 구분하고, 창업성과는 재무적 성과와 비재무적 성과로 나누어 분석하였다. 효과크기 측정을 위해 상관관계 계수 r을 Fisher's Z로 변환하여 활용하였다. 분석 결과, 모든 창업지원 요소가 재무적 성과와 비재무적 성과에 중간 정도의 효과크기(r=0.34~0.42)로 긍정적인 영향을 미치는 것으로 나타났다. 특히 비재무적 성과에 대한 영향이 재무적 성과보다 전반적으로 더 큰 것으로 확인되었다. 창업교육이 비재무성과에 미치는 영향(r=0.4192)이 가장 컸고, 컨설팅이 재무성과에 미치는 영향(r=0.4006)이 그 다음으로 컸다. 그러나 모든 분석에서 연구 간 효과크기의 이질성(I^2)이 75%를 초과하는 높은 수준으로 나타났고, Funnel plot과 Egger의 회귀검증 결과 출간 오류가 존재하는 것으로 확인되어 해석에 주의가 필요하다. 이상치 제거 분석 결과, 대부분의 효과크기는 크게 변하지 않았으나 시설 및 공간이 재무성과에 미치는 영향은 중간에서 작은 효과크기로 변화하였다. 본 연구는 창업지원 정책의 효과를 종합적으로 분석하여 향후 정책 방향 설정에 시사점을 제공하였다는 의의가 있다. 향후 연구에서는 표준화된 연구 설계, 창업 단계별 세분화 분석, 지원 요소 간 상호작용 효과 등에 대한 추가적인 검토가 필요할 것으로 보인다. 또한 창업지원 정책의 국가별 비교 연구를 통해 정책의 보편성과 특수성을 파악하는 것도 의미 있는 후속 연구가 될 수 있을 것이다.

영문 초록

This study conducted a meta-analysis on the impact of government startup support on entrepreneurial performance in South Korea from 2020 to 2024. Out of 774 papers identified through a keyword search for 'startup support' or 'entrepreneurial performance' on RISS, 37 papers were selected for final analysis after a screening process. Startup support was categorized into education, facilities and space, consulting, and financial support, while entrepreneurial performance was divided into financial and non-financial outcomes. The effect size was measured by converting the correlation coefficient r to Fisher's Z. The analysis revealed that all startup support elements had a moderate positive effect size (r=0.34~0.42) on both financial and non-financial performance. Notably, the impact on non-financial performance was generally greater than on financial performance. Startup education had the largest effect on non-financial performance (r=0.4192), followed by consulting on financial performance (r=0.4006). However, high heterogeneity in effect sizes (I^2 > 75%) was observed across all analyses, and publication bias was detected through Funnel plot and Egger's regression test, necessitating cautious interpretation. Outlier removal analysis showed that most effect sizes remained largely unchanged, except for the impact of facilities and space on financial performance, which shifted from moderate to small. This study contributes by comprehensively analyzing the effects of startup support policies, providing implications for future policy directions. Future research should consider standardized research designs, analyses by startup stages, and interaction effects between support elements. Additionally, comparative studies of startup support policies across countries could provide valuable insights into the universality and specificity of these policies.
