범죄피해자 원스톱 솔루션센터 기능 강화를 위한 정책적 제언 - 민·관 거버넌스 구축 사례 검토를 중심으로

국문 초록

2013년 범죄피해자지원센터는 피해자의 회복 촉진을 목적으로 민·관 거버넌스인 ‘범죄피해자 통합지원시스템’을 구축하였다. 그러나 이러한 시스템은 민간에 의한 자율적 운영, 전문가 부재와 인력 부족, 예산지원의 한계, 공공의 소극적인 참여와 협력 등의 문제로 시스템이 안정적으로 운영되지 못하고 있다는 비판을 받았다. 이에 법무부는 범죄피해자 보호·지원 강화를 위하여 2024년 7월 공공이 운영 주체인 ‘범죄피해자 원스톱 솔루션센터’를 설립하였다. 그러나 유사 기능과 목적을 가진 민·관 거버넌스가 제 역할을 하지 못하고 있는 상황에서 같은 서비스 전달체계 추가 구축에 대하여 일부 전문가들은 필요성에 의문을 제기하기도 한다. 따라서 원스톱센터 설립에 따른 부정적인 시각을 해소하고 설립 목적과 기능을 충분히 발휘하게 하려면, 첫째, 공공주도 거버넌스로서 참여자의 수평적 의사결정과 적극적 협력이 우선 전제되어야 한다. 둘째, 현행 범죄피해자 통합지원시스템의 문제점을 보완하고 원스톱센터만의 직접적인 서비스 제공 기능을 강화하여야 한다. 셋째, 피해자에게 다양하고 편리한 원스톱 지원을 하려면 욕구 확인 및 진단은 전문화된 조직을 통해 포괄적으로 접근하고, 문제해결을 위한 사례개입도 공공과 민간이 가지는 자원을 통합적으로 활용할 수 있어야 한다. 넷째, 원스톱센터 업무를 법규에 명문화하고 공공서비스 전달체계의 효율적 운영을 위한 통합·조정 능력과 전문가 교육을 강화하여야 한다. 이와 같은 몇 가지 중요한 원칙이 정책으로 잘 반영되고 실행된다면 원스톱센터는 공공 민·관 거버넌스로서 목적에 부합한 역량과 기능을 하게 될 것이다.

영문 초록

In 2013, the Korean Crime Victim Support Center established the ‘Integrated Support System for Crime Victims,’ a public-private governance, to promote the recovery of crime victims. However, such a system has been criticized for not operating stably due to problems of private autonomous operation, lack of experts and human resources, limitations in budget support, and passive public participation and cooperation, etc. Accordingly, the Ministry of Justice established the “One-Stop Solution Center for Crime Victims” operated by the public in July 2024, to strengthen the protection and support for crime victims. However, some raise questions about the necessity of establishing a new service delivery system in the situation that the public-private governance with these similar functions and purposes doesn’t play its part well. Therefore, in order to eliminate the negative view of the establishment of the one-stop center and fully accomplish the purpose and perform the function of the establishment, first, horizontal decision-making and active cooperation of participants in this center as public-led governance must be premised. Second, it is necessary to supplement the problems of the current integrated support system for crime victims and strengthen the function of providing independent services of the one-stop center. Third, to provide various and convenient one-stop support to victims, confirmation and diagnosis of their desires should be approached comprehensively through specialized organizations, and case intervention to solve problems must also utilize the resources of the public and private in an integrated manner. Lastly, it is necessary to stipulate the work of the one-stop center in the law and strengthen capabilities of integrating and coordinating and expert education for the efficient operation of the public service delivery system. If these several important principles are reflected and implemented well as the policies, the one-stop center will have the capabilities and functions that fit its purpose as the public-private governance.
