텍스트 마이닝을 활용한 지방자치단체 데이터기반행정 추진 동향 분석

국문 초록

본 연구에서는 행정안전부의 ‘제1차(2021~2023년) 데이터기반행정 활성화를 위한 기본계획’이 17개 광역 지방자치단체에서 매년 수립하는 ‘데이터기반행정 활성화 시행계획’에 지난 3년간 어떻게 구체화되었는지 그 추진 동향을 텍스트 빈도 및 워드클라우드 분석, 연결중심성 분석, 토픽 모델링 분석을 활용하여 분석하였다. 주요 결과는 다음과 같다. 첫째, 텍스트 빈도 분석 및 워드클라우드 분석 결과, 2021~2023년에 상위 10개의 단어에 매년 포함된 단어는 ‘데이터, 분석, 빅데이터, 추진, 활용, 기반, 데이터기반행정, 공동활용’이다. 상위 30개의 단어를 기준으로 연도별로 차이가 있는 단어를 살펴보면 2021년에는 ‘전문인력, 조례, 인구’ 등이, 2022년에는 ‘조직, 수립, 시민, 진단’ 등이, 2023년에는 ‘지원, 조사, 기관, 개최’ 등이었다. 둘째, 연결중심성 분석 결과, 2021~2023년에 상위 10개의 단어에서 공통으로 나타난 단어는 ‘운영, 강화’이다. 연도별로 살펴보면, 2021년에 연결중심성이 가장 높은 단어는 ‘구축’이고, 2022년에는 ‘운영’이며, 2023년에는 ‘교육’으로 나타났다. 셋째, 토픽 모델링 분석 결과, 2021년에는 ‘공동활용 데이터 발굴 및 등록, 추진체계 정립 및 전문인력 양성, 데이터 수집･분석･활용 시스템 구축 및 운영’이, 2022년에는 ‘분야별 데이터 통합관리 시스템 운영, 비정형 데이터 관리 및 분석, 공공서비스 혁신을 위한 데이터 분석’이, 2023년에는 ‘민간데이터 활용 지원 강화, 데이터기반행정 저변 확대, 조직 내 데이터 활용역량 강화’가 나타났다. 본 연구는 17개 광역 지방자치단체의 2021~2023년 ‘데이터기반행정 활성화 시행계획’을 전수 수집하여 추진 동향을 분석하고, 연도별로 데이터기반행정의 변화양상과 추이, 추진내용, 성과와 한계 등을 분석하여 광역 지방자치단체의 데이터기반행정의 발전방향을 위한 시사점을 제시했다는 점에서 의의가 있다.

영문 초록

The purpose of this study is to analyze how the “First (2021-2023) Basic Plan for Promoting Data-Based Administration” by the Ministry of the Interior and Safety was concretized in the annual “Data-Based Administration Activation Implementation Plans” developed by 17 metropolitan and provincial governments over the past three years. Using text mining techniques, this study aims to identify the key trends, shifts, and challenges in the implementation of data-based administration at the local government level. The key findings from the analysis are as follows: First, frequency analysis and word cloud analysis showed that the top recurring terms from 2021 to 2023 included “data,” “analysis,” “big data,” “promotion,” “utilization,” “foundation,” “data-based administration,” and “collaborative use.” Moreover, differences in the top 30 terms were observed across years. In 2021, terms such as “expert personnel,” “ordinance,” and “population” appeared prominently. In 2022, terms like “organization,” “establishment,” “citizens,” and “diagnosis” were common, while in 2023, words like “support,” “survey,” “institution,” and “conference” became more frequent. Second, centrality analysis revealed that the words “operation” and “strengthening” were consistently among the top 10 central words across the three years. However, the central words varied by year: “establishment” had the highest centrality in 2021, “operation” in 2022, and “education” in 2023. Third, topic modeling analysis identified the key topics for each year: in 2021, the focus was on “collaborative data discovery and registration,” “establishing promotion systems and training expert personnel,” and “building and operating data systems.” In 2022, the topics centered around “operating integrated data management systems by sector,” “managing and analyzing unstructured data,” and “data-driven innovation in public services.” In 2023, the focus shifted to “enhancing the use of private data,” “expanding the foundation of data-based administration,” and “strengthening organizational capacity for data utilization.” In conclusion, the study compares these findings with existing literature to provide insights into the evolution of data-based administration in local governments. By analyzing the plans from 2021 to 2023, the study identifies both progress and areas for improvement in data-driven governance at the local level. The significance of this research lies in its comprehensive, data-driven analysis of the trends in data-based administration across South Korea's metropolitan and provincial governments. The study not only highlights the changing priorities in data governance but also offers practical recommendations for enhancing data utilization and administration in local government settings moving forward.
