새마을운동의 철학적 기초에 관한 소고 - 지역개발과 ‘자조’의 역할을 중심으로

국문 초록

이 글은 1970년대 대한민국 농촌근대화를 견인했다고 평가받는 새마을 운동의 철학적 배경을 탐색하는 것을 주목적으로 삼는다. 새마을 운동에 영향을 준 철학적 논의가 당시 지역개발 거버넌스에 반영되는 방식이 초기와 중기 그리고 말기에 다르게 적용되었는데, 구체적 내용을 분석하여 함의를 도출하고자 한다. 이를 바탕으로 향후 지역개발 사업이 추진될 경우, 정부의 역할과 시장의 역할에 대한 교훈도 도출했다. 이를 위하여 ‘자조’라는 새마을 정신의 대표 개념과 관련된 철학적 계보를 탐색한 후, ‘자조’ 정신이 새마을 운동 거버넌스에 어떻게 반영되었는지를 살펴보면서 성공과 실패의 사유를 도출하고자 했다. ‘자조’ 개념을 서구의 계몽철학에서 확인했으며, 그 이후 전개되는 낭만주의 철학과 이어지는 실존주의 철학에 대한 이해를 통하여 새마을 운동에 적용된 ‘자조’ 개념이 도출되었음을 추적했다. 새마을 운동의 정신이 도출되는 과정에 류달영, 류태영 두 학자가 역할을 했다는 점도 확인했다. 그들은 덴마크의 종교적 실존주의자 니콜라스 그룬투비에 의하여 영향을 받았고, 그룬투비는 계몽철학과 실존주의 철학에 영향을 받아 덴마크의 농촌개발 운동을 주도했다. ‘자조’ 개념이 지역개발 거버넌스 체계에 반영되는 과정에서 거버넌스의 핵심 요소로서의 견인 장치는 종교와 국가였다. 국가재건국민운동 시기에는 종교가 그 역할을 했고, 새마을 운동 시기에는 국가가 그 역할을 담당했다. 박정희 사후에는 시장이 그 역할을 담당한 것으로 평가되고 있다. 1970년대 새마을 운동의 성공 요인은 ‘자조’에 투영된 실존주의 철학과 당시 지역개발 거버넌스를 작동시킨 국가의 역할이었다. 향후 ‘자조’는 여전히 중요하지만 이제 시장의 역할을 통하여 지역개발 거버넌스를 작동시킬 시점이다.

영문 초록

The paper attempts to explore the philosophical background of Saemaul Undong(SU) which has been known to lead the rural modernization during the 1970’s in Korea. It had influenced the SU through the 1960’s and 1970’s. However, the impact had played different roles in the movement of 1960’s and 1970’s. The role of religion and education were key elements in the 1960’s. In contrast to the first period, the role government was crucial in the regional development governance. The so-called SU initiated at 1971 after the government announced the slogan of rural modernization movement and enacted various rural development laws. The paper focused on the spirit of ‘self-help’ since two other spirits of SU are not special in this work. The first work tried to trace the main figures who were known to contribute to the SU movement. There are two Koreans involved with the SU during the 1960’s and the 1970’s. Ryu, DY and Ryu, TY were scholars who studied at Denmark where they were influenced by Nicholas Grundtvig. Grundtvig, who is known as a philosopher of existentialism, followed the Kierkegaard and Arthur Schopenhauer. The trace goes back to the enlightenment era. The concept of ‘self-help’ was generated both from the enlightenment movement and the existentialism. The philosophy of ‘self-help’ broken up from the god and relied on the human reason. The spirit of ‘self-help’ was applied to the SU by two Ryus. DY Ryu focused on the role of education and religion. TY Ryu, however, relied on the role of government. The regional development governance model worked well during the 1970’s due to the government intervention. The governance model of 1960’s, however, did not operated well enough since the government did not involve it. There are five key actors in the regional development governance: local residents, local agencies, local governments, local leaders, national government. In the first period of Ryu, DY, the national government was replaced by the religion and religious groups and the model failed to move forward. On the other hand, the national government led the governance model and consequently the SU come up with positive results. In the future, the market will replace the national government. The future of SU relies on the role of market and the role of government in the assumption that the same philosophy still rooted in the SU.
