일가정양립 법제도 영역의 정책조정에 대한 탐색적 연구

국문 초록

본 연구는 정책조정이론을 바탕으로 육아휴직 및 일가정양립 지원 정책의 법제도적 연계 실태를 진단하고 개선과제를 도출하였다. 이를 위해 ｢남녀고용평등법｣, ｢고용보험법｣, ｢건강가정기본법｣, ｢가족친화법｣, ｢저출산고령사회기본법｣ 등 5개 법령의 내용을 정책목표, 제도적 수단, 행정체계의 측면에서 분석하였다. 연구 결과, 관련 법률들이 근로자의 일가정양립 지원이라는 포괄적 정책 목표를 공유하고 있으나, 구체적인 정책 우선순위 설정과 조정은 미흡한 것으로 나타났다. 또한 개별 정책수단 간 연계성이 부족하고, 부처 간 및 중앙-지방 간 소통과 협력도 제한적인 수준에 그치고 있다. 이에 본 연구는 일가정양립 정책의 통합적 추진을 위한 법제도 정비 방안으로서 정책조정 거버넌스 구축, 수요자 중심의 제도 개편, 범부처 정책협의체 운영, 지역 단위 서비스 연계 강화 등을 제안하였다. 본 연구는 그간 양적 성장에 치중했던 일가정양립 정책이 질적 도약을 모색해야 할 시점임을 시사한다.

영문 초록

This study diagnoses the legislative linkage of parental leave and work-family balance support policies based on policy coordination theory and derives improvement tasks. To this end, the contents of five laws, including the “Act on Equal Employment for Both Sexes,” the “Employment Insurance Act,” the “Framework Act on Healthy Families,” the “Act on the Promotion of Creation of Family-Friendly Social Environment,” and the “Framework Act on Low Fertility and Aging Society” were analyzed in terms of policy goals, institutional means, and administrative systems. The results show that while related laws share the comprehensive policy goal of supporting workers' work-family balance, the setting and coordination of specific policy priorities are insufficient. In addition, there is a lack of linkage between individual policy instruments, and communication and cooperation between ministries and between central and local governments are limited. Therefore, this study proposes measures to improve the legal system for the integrated implementation of work-family balance policies, such as establishing a policy coordination governance system, reorganizing the system centered on service users, operating a pan-governmental policy council, and strengthening linkages of services at the local level. This study suggests that it is time for work-family balance policies, which have focused on quantitative growth, to seek qualitative leaps.
