주한미군 반환공여구역 관련 현황 및 이슈 연구 - 포항사례를 중심으로

국문 초록

정부는 2006년 ‘미군반환공여구역특별법’을 제정하고 범정부적인 지원사업을 펼치고 있다. 이는 미군공여구역 설치로 피해를 입고 발전에 지장을 받았던 주변 토지주들과 지역 민들, 그리고 지자체의 피해를 보상해 주며 지역발전을 도모하려는 취지에서 수립된 것이다. 하지만 문제는 반환공여구역이 국방부에 소속되고 지자체로 귀속되는데 시간과 비용이 크게 든다는 것이다. 본 연구는 비접경지역인 포항의 사례를 중심으로 미군반환공여구역 개발 관련 문제점 및 해결방안을 제시하고자 하였다. 본 연구의 결론은 1) 정부는 지자체와 협력적 네트워크와 토지가격을 포함한 다양한 인센티브 제공하에 반환공여지 개발사업이 잘 진행되도록 노력해야 함. 2) 국방부의 콘트롤타워 역할에 대한 불만이 큼으로 미군반환공여지 소유를 다른 정부기관으로 이전하거나 국방부의 본 사업 관련 업무 방식을 크게 향상시켜야함. 3) 포항 장성동 반환공여구역의 경우에도 오랜 기간 국방부와 소유권 이전 문제가 해결되지 않고 있는데, 관내 군부대-지자체 협력적 네트워크 향상을 통해 신속한 사업 진행이 요구됨.

영문 초록

In 2006, the government enacted ‘the special act on the Returned US Military Zones(RMZs)’ to compensate landowners and local residents near the sites for their losses due to the U.S. military installations and to improve urban environments. However, a problem is that RMZs are owned by the Ministry of Defense, which has not been proactive in transferring ownership and developing these areas, making it prohibitively time-consuming and expensive for local governments to acquire and develop them. This study aims to present the current features, problems, and solutions for the development of the RMZs, focusing on the case of Pohang, which is located in non-border regions. The conclusions of this study are: 1) In order to fulfill the purpose of the special act, the central government should strive to ensure that the development project of the returned land is carried out in a smooth cooperative ways. 2) Since there exist significant dis-satisfactions on the role of the Ministry of Defense as a control tower, the role should be transferred to other government agency, or the role of the Ministry of Defense should be upgraded through improving responsible role and cooperative networks with other parties. 3) The central government’s incentives are very important for local governments to initiate most needed projects on the site, either by providing 100% of the purchase price of the land or by setting the price at the beginning of contract talks. 4) For the case of Jang Seong Dong RMZs, Pohang, the development has been stagnant for a long time because the ownership transfer issue has not been resolved for a long time, which is due to the lack of cooperative networks between the Ministry of Defense/the military unit in charge and the local government. It is urgently needed to expedite the ownership transfer process by improving the problem resolution process and the cooperative network between the parties.
