주택청약제도의 개선에 관한 연구 - 무순위 청약제도를 중심으로

국문 초록

이 논문은 주택 청약제도 중 청약 순위와는 관계없이 청약과 당첨이 이루어지는 무순위 청약제도에 관한 현황과 그 개선사항을 제시하고 있다. 무순위 청약은 청약 접수 시 청약통장이 필요 없고, 무주택으로 인정하는 예외사유가 적용되어 무주택 세대원으로 청약할 수 있는 특징이 있고, 최초 분양가 대비 시세차익이 많이 발생하는 경우 청약 경쟁률이 낮게는 수 천대 일에서 많게는 수 백만 대 일에 이른다. 주택청약 제도의 목적 중 하나가 입주자 저축상품의 가입 시기 등을 기준으로 분양신청자를 선별하여 주택을 공급하기 위한 원칙임에도 불구하고 무순위 청약 현황을 살펴보면 경쟁이 치열한 나머지 본래의 기능을 퇴색하게 해 오히려 당첨되기 매우 어려우나 당첨되면 매우 좋은 이른바 ‘로또 청약’으로 불리기도 한다. 본 연구에서는 이러한 무순위 청약제도의 개선에 관한 사항을 제시하였다. 무순위 청약 물량에 대해서는 심의를 통해 시세 차익이 많이 나는 경우 이를 공공에서 매입한 후 매각 처리하여 그 차익을 주거복지를 위한 목적으로만 사용할 수 있도록 해야 한다. 이처럼 무순위 주택의 처리를 일반인에게 높은 경쟁률로의 분양 형식으로 제공하는 것은 일반 청약자에게 상대적인 박탈감과 효용대비 많은 소모적인 효과를 부담하는 것보다 공공에서 매입하여 처리하는 것이 더 효율적인 처리 방법이 될 것이다

영문 초록

Unranked subscription refers to a system in which subscriptions and wins are made regardless of the subscription ranking. Depending on its main contents, there are 'unranked post-subscription' methods, 'random supply', and 'resupply contract canceled housing'. These unranked subscriptions do not require a subscription bankbook when accepting subscriptions, and are characterized by the application of exceptions recognized as homeless members, and if there is a large market margin compared to the initial sale price, the subscription competition rate ranges from as few as several thousand to as many as several million. Although one of the purposes of the housing subscription system is to select applicants for sale and supply housing based on the timing of subscription of resident savings products, if you look at the status of unranked subscriptions, it is very difficult to win due to fierce competition, but if you win, it is also called a very good so-called Lotto subscription. In this study, matters related to the improvement of the unranked subscription system were presented. In the case of a large amount of market profit through deliberation, the amount of unranked subscription should be purchased from the public and then sold so that the profit can be used only for residential welfare purposes. Providing the processing of unranked housing to the general public in the form of a sale at a high competition rate would be a more efficient processing method to purchase and process it in the public rather than paying the general subscriber a relative deprivation and a lot of consumptive effects on utility.
