교정시설의 지역사회 수용태도의 영향 요인

국문 초록

교정시설의 과밀현상과 노후화는 수용자의 인권과 국민의 안전을 보호하기 위해 진지하게 논의되어야 할 사항이고, 현재 한국의 교정시설이 그 본연의 역할을 수행하기 위해서는 매년 기존 시설의 이전 또는 신축이 필요한 상황이다. 하지만, 교정시설 입지와 관련된 지역주민의 반발이 계속되면서 시설의 신축 및 이전이 제때에 이루어지지 않고 있다. 이 연구는 교정시설이 설치되어 있지 않은 지역의 주민들을 대상으로 그들의 교정시설 수용 태도를 조사하고, 그 여부에 영향을 미치는 요인들을 파악하고자 수행되었다. 구체적으로 선행연구 검토의 결과에 따라, 주민들의 태도에 직/간접적으로 영향을 미치는 요인으로써 지역의 이미지 손상, 정부 신뢰, 시설의 필요성, 범죄 두려움 등을 변수로 설정하였고, 이러한 변수들의 상대적 영향력의 크기를 비교하고, 나아가 교정시설 입지와 관련된 정책적 함의를 제언하였다. 연구 결과, 주민들은 지역의 이미지가 손상된다고 인식할수록 교정시설 입지에 부정적 인식을 가지며, 범죄 두려움을 더 높게 인식할수록 교정시설 입지에 긍정적 인식을 가지는 것으로 나타났다. 하지만, 주민들이 교정시설의 필요성을 더 인식할수록 교정시설의 지역사회 입지에 대해 더욱 부정적인 인식을 가지는 점은 선행연구에서 제시한 님비현상을 확인할 수 있는 결과로 해석될 수 있고, 이를 바탕으로 정책적 제언과 한계점을 제시하였다.

영문 초록

The overcrowding and aging of correctional facilities must be seriously addressed in order to protect the human rights of prisoners and the safety of the public, and it is currently necessary to relocate existing facilities or build new ones every year in order for Korean correctional facilities to fulfil their role. However, new construction and relocation has not been carried out in a timely manner due to ongoing local opposition to the siting of correctional facilities. This study was conducted to investigate the attitudes of residents in neighborhoods without correctional facilities and to identify factors that influence their acceptance of correctional facilities. Specifically, based on the results of the literature review, the following variables were identified as factors that directly or indirectly influence residents' attitudes: local image damage, trust in government, need for facilities, and fear of crime. The relative magnitude of their influence was compared, and policy implications related to the siting of correctional facilities were suggested. The study found that residents' perceptions of a correctional facility being located in a neighborhood are negatively related to the perceived damage to the neighbourhood's image, and that higher perceptions of fear of crime are positively related to the perception of siting of a correctional facility. However, the more residents perceive the need for correctional facilities, the more negatively they perceive the community location of correctional facilities, which can be interpreted as a confirmation of the NIMBY phenomenon suggested by previous studies. And policy suggestions and limitations are presented.
