국문 초록

이 연구는 경찰조직의 역량기반 인적자원관리에 필수적인 요소인 고위직 경찰공무원의 역량을 도출하는 것을 목적으로 한다. 이 연구의 분석을 위해 문헌지도를 활용한 체계적인 국내외 역량관련 문헌연구, 현상학적 연구방법을 적용한 공무원대상 심층면접, 주제전문가집단에 의한 역량중요도 검증 등 심층적이고 다양한 질적 연구방법을 통해 고위직 경찰공무원의 역량을 도출하였다. 이러한 연구를 통해 도출된 고위직 경찰공무원 역량은 치안역량과 관리역량으로 구분된다. 치안역량은 통합지휘역량, 위험관리역량, 의사소통역량, 분석평가역량, 조직기획역량 등이다. 관리역량은 전략적 사고역량, 변화관리역량, 조정통합역량, 시민지향역량, 공직윤리역량 등으로 구분된다. 아울러 심층면접 및 주제전문가 설문과 인터뷰를 통해 향후 경찰역량모델이 추구해야 할 중점사항을 다음과 같이 도출하였다. 첫 번째는 시민지향성으로 치안현장에서 시민과 경찰의 연결성 강화다. 두 번째는 업무처리에 있어서 투명성에 중점을 두는 것이다. 세 번째는 고위간부 본인의 역량에 기반을 둔 수평적 리더십 제고이다. 이러한 역량도출은 향후 고위직 경찰공무원 승진제도의 공정성을 제고할 것이며, 인사시스템이 역량기반으로 진행하는 것을 촉진하여 경찰조직의 경쟁력증대와 시민에 대한 경찰서비스 향상에 이바지할 것으로 예상한다.

영문 초록

This study aims to identify the competencies of senior police officers. Through qualitative research methods, including domestic and international literature reviews on competencies using bibliometric mapping, in-depth interviews applying phenomenological research methods, and verification of competency importance by a group of subject matter experts, the competencies of senior police officers were derived. The competencies identified are categorized into public security competencies and management competencies. Public security competencies include integrated command capabilities, risk management abilities, communication skills, analytical and evaluation abilities, and organizational planning abilities. Management competencies include strategic thinking abilities, change management capabilities, coordination and integration skills, citizen-oriented competencies, and public service ethics. The derivation of these competencies is expected to enhance the fairness of the promotion system for senior police officers and to promote a competency-based personnel system. This will contribute to increasing organizational competitiveness and improving police services for citizens.
