국문 초록

본 논문에서는 지역경제의 흥망성쇠를 좌우하며 공동운명체로서의 성격을 지니고 있는 지역기반 금융기관의 경쟁력 제고방안을 제시하며 이를 통한 지역경제 활성화 방안을 도출하고자 한다. 분석대상과 범위는 경상북도 동해안지역 금융기관으로 한정하였다. 지역경제의 근간을 이루는 지역중소기업의 성장과 더불어 지역경제가 활발할 때 비로소 지역금융기관의 지속가능한 성장도 가능하다. 이에 본 논문에서는 지역의 경제규모와 지역소재 금융기관의 여수신 규모는 정(+)의 상관관계가 있고 지역금융기관은 지역경제 흥망성쇠의 중요한 요인이 된다는 점을 지적하였다. 본 논문에서는 지역금융기관의 경쟁력 제고를 위해서는 다음과 같은 3가지 측면을 지적하였다. 첫째, 지역 내 지자체 등을 비롯한 여러 경제주체와 지역에 기반을 둔 금융기관이 지역의 인적 자원과 물적 자원을 통합하여 협력하는 지역경제성장모델을 구축하여 지역경제의 지속가능한 성장을 추구하는 것을 최선의 대안으로 제시하였다. 둘째, 지방정부는 지역중소기업 등과 상호 연대를 통하여 영국에서 도입하여 성공한 지역기업파트너십(LEP) 제도를 적극적으로 도입할 필요성을 제시하였다. 셋째, 일본 이와테현의 6차산업화와 유사한 비즈니스모델을 구축함으로써 지역경제 실정에 맞는 지역기업과 지역금융의 상호동반자적 성장방안을 모색할 필요성을 지적하였다.

영문 초록

This paper analyzes ways of enhancing the competitiveness of local financial institutions, which are crucial to regional economy's rise and fall as a community bound together by a common destiny. The scope of the study is on the local financial institutions located in East Coast Gyeongbuk region. The sustainable growth of the local financial institution can be achieved when local economy is invigorated by the local small and medium enterprises. The paper points out the positive correlation of the local economy with the size of loan and savings of the local financial economy, and the importance of local financial institutions in the local economy's success. This paper suggests three ways to increase competitiveness of the local financial institution. First, the optimal solution proposed for local financial institutions is to achieve sustainable growth by establishing a growth model that integrates and builds cooperative system of all human and material resources of the main agents of economic activity, such as the local government and local financial institutions. Second, the paper suggests a necessity to form a mutual solidarity between local government and local small and medium enterprises and promote a system such as the U.K's local enterprise partnership(LEP). Third, the paper also refers to the sixth industrialization of Japanese Iwate Prefecture as a win-win growth strategy of local economy and local financial institution that is appropriate for the local economy environment.
