국문 초록

산업부는 2019년까지 부안, 고창, 영광 인근 해상에 2.5GW 해상풍력단지를 건설하여, 세계 해상풍력 3대강국 진입을 목표로 제시했다. 그러나 해상풍력은 전반적인 높은 수용성에도 불구하고 사업지 인근에서 발생하는 반대현상 즉 사회적 갭(social gap)이 존재한다. 따라서 본 연구는 지역수용성의 결정요인들을 물리적 거리의 관점에서 분석하고 수용성제고를 위한 시사점을 제시하고자 한다. 먼저 분석결과를 요약하면 다음과 같다. 첫째, 물리적 거리의 관점에서, 찬성자들의 물리적 거리가 반대자들보다 상대적으로 길었고 운행거리는 수용성에 통계적으로 유의한 정(+)의 영향을 미쳤다. 둘째, 학력과 소득이 높아질수록 수용성도 제고되었다. 셋째, 인근의 과거 국책사업들이 지역공동체에 미친 효과가 부정적인 경우, 해상풍력을 반대했다. 넷째, 최초 풍력발전계획을 인지한 시점보다 현재 시점에서 대부분의 추정계수들의 값이 증가함에 따라서, 주민들은 거리 등 다양한 변수들을 고려하여 수용성을 더욱 명확하게 판단하고 있었다. 끝으로 지역수용성극대화 방안으로는 물리적 거리의 관점에서 근거리주민들의 부정적 외부효과를 최소화하기 위한 인센티브제도의 도입, 국책사업과 관련된 프로세스정의 실현, 지역경제 맞춤형 지원제도 구축 등이 요구된다.

영문 초록

MOTIE set up Southwest 2.5GW offshore wind farm project to develop into world’s 3rd largest offshore wind farm ever built in Gochang, Buan and Yeonggwang seashore until 2019. However, The large scale offshore wind farm is generally acceptable. Social gap meaning local attitudes toward offshore wind farm are unfavorable especially in the vicinity of the planned site, is prevailing. Consequently, the aim of the research is to explain vital factors for acceptance on the basis of physical distance and provide policy proposals to enhance community attitude by using Logit analysis. The result of my analysis is as follows. First, supporters for offshore wind live far from the planned site comparing to that of objectors. Moreover, driving distance has a positive effect on acceptance. Second, the level of education and income has positive effect on attitude. Third, respondents, who assessed that previous government run project had negative impact on community, have unfavorable attitude toward offshore wind farm project. Fourth, comparing to the very first responses, the current responses clearly express their acceptance founded on distance and others. Finally, in order to boost local acceptance, we need to suggest incentive system for minimizing negative externality resulted from offshore wind farm expecially near planned site. Concurrently, they are to realize procedural justice related to national project and lay the foundation of the localized economic assistance policies.
