소방안전관리자의 화재 시 상황인지 및피난유도 능력 향상을 위한 교육ㆍ훈련 시나리오 개발

국문 초록

본 연구는 소방안전관리자의 화재 시 상황인지 및 피난유도 능력을 향상시키기 위한 교육·훈련 시나리오를 개발한논문으로 복합건축물의 피난시설 특성 및 재실자 특성을 반영하여 실제 피난 유도 시 발생할 수 있는 돌발상황들을통해 실제 상황과 같이 느낄 수 있는 시나리오를 설계하고자 하였다. 시나리오의 각 피난설비는 소방대상물의 설치장소별 피난기구의 적응성 제4조제1항을 참고하였으며 앞선 사례의 피난 영향 요인을 고려하여 추가적인 방법들을 적용하여 개발하였다. 개발한 시나리오는 필로티 구조의 지하 4층, 지상 50층으로 된 복합건축물로 피난유도를 위해 피난개시→ 피난유도 → 피난집결지 집결 → 요구조자 상황보고 순을 바탕으로 설계하였다. 세부적인 내용으로는 화재 층수에따른 피난시설을 활용한 피난유도와 다양한 재실자 특성을 통한 상황부여, 돌발상황을 통한 역할 갈등요소를 삽입함으로써 실제 상황에서 발생 가능한 요소를 부여함으로써 실무에 적용 가능한 훈련이 되도록 설계하였다. 이를 통해 소방안전관리자를 위한 실질적이고 실현 가능한 교육을 진행함으로써 근무 중 화재 발생 시 재실자를 피난유도하는 과정에서 발생할 수 있는 돌발상황을 유연하게 대처하고 피난시설 이용에 대한 숙련도를 향상시킬 수 있을 것으로 판단된다.

영문 초록

This study developed an education and training scenario to improve the ability of fire safety managers to recognizesituations during a fire and induce evacuation. By reflecting on the characteristics of evacuation facilities and the occupantsof multi-occupancy buildings, a scenario similar to that of a real situation was designed through unexpected situations thatcould occur during actual evacuation induction. Each evacuation facility in the scenario was developed by applyingadditional methods considering the factors influencing the evacuation in the previous case, referring to Article 4 (1) of theadaptability of evacuation equipment according to the installation location of firefighting objects. The developed scenariowas a multi-occupancy building with four basement levels and 50 floors above the ground with a piloti structure and wasdesigned based on the order of evacuation initiation → induction of evacuation → gather at the evacuation site → rescuerecipient state report. The details were designed to be applied to practical training by assigning elements that can occurin real situations by causing evacuation using evacuation facilities according to the number of fire floors, assigningsituations through various characteristics of occupants, and inserting role conflict elements through unexpected situations. By conducting practical and feasible education for fire safety managers, they can flexibly cope with unexpected situationsthat may occur in the process of inducing occupants to evacuate in the event of a fire while on duty and improve theirskills in using evacuation facilities.
