국문 초록

북한은 체제수호와 경제발전을 강조하며 과학기술 분야의 발전 강화를 대내외적으로 강조해왔다. 자력갱생과 민족자립경제의 기치를 올리면서도 북한의 심각한 경제난극복을 위한 주요 동인으로 과학기술 부문의 발전을 전략적 최우선 과제로 설정하였으며, 이를 위해 과학기술인력 우대정책을 집중적으로 전개하는 등 국제사회의 대북제재강화 국면에서도 과학기술 분야에서의 첨단기술 축적과 이를 기반으로 한 경제발전을지속적으로 시도하고 있다. 그리고 북한은 이러한 전체적 목적을 당의 노선과 정책, 김일성과 김정일의 교시까지도 법률화의 형식을 통해 실현하고자 하고 있으며 이는김정일에 이은 김정은체제에서도 북한은 대내외 정책을 뒷받침하기 위해 지속적으로법제를 통해 꾸준히 정비하여왔다. 따라서 본 논문에서는 정전협정 이후 70년간 북한의 과학기술정책의 주요변화와 특징을 배경으로 이를 제도적으로 뒷받침하는 그간 북한의 과학기술법령의 내용과 특징을 북한 헌법과 과학기술분야에 기본법에 해당하는과학기술법을 중심으로 고찰하고 그에 따른 향후 전망을 분석하고 있다.

영문 초록

This study examines the evolution and characteristics of North Korea's science and technology legislation over the past seven decades following the armistice agreement. Emphasizing regime protection and economic development, North Korea has consistently highlighted the enhancement of science and technology, both domestically and internationally. Despite its commitment to self-reliance and a selfsufficient national economy, the country has strategically placed the advancement of science and technology as a central driver in overcoming its significant economic challenges. This has involved the implementation of policies favoring the development of scientific and technological expertise, persisting in the face of increasing international sanctions. The paper delves into how North Korea aims to realize these overarching goals by institutionalizing the party’s directives and policies, along with the teachings of Kim Il-sung and Kim Jong-il, through legal means. This approach has continued under the Kim Jong-un regime, with a consistent effort to revise and adapt the legal framework to support both domestic and external policies. Accordingly, the paper explores the main changes and features of North Korea's science and technology legislation in the backdrop of the post-armistice period. It provides an analysis of North Korea's science and technology legislation within the framework of its constitution and the basic laws governing the field, focusing on the laws pertinent to science and technology and projecting future prospects based on these legislative underpinnings.
