국문 초록

코로나19로부터 생명을 보호하고 관리한다는 명목으로 시행되는 모든 방역정책들은 국가권력이 인구의 생명을 관리하는 형태로 행사된다는 미셸 푸코의 ‘생명정치’ 이론을 떠올리게 한다. 생명정치란 국가권력이 시대적 요구에 따라 사람들의 생명을 보호하고 관리하는데 주로 사용되는 현상을 말한다. 팬데믹에서 이러한 전염병에 대한 공포와 혼란은 정부의 지속적인 감시와 규율을 통하여 직접적으로 사람들의 신체에 국가권력을 침투시키고 그 전체 인구를 관리하는 것을 수월하게 하기 때문에 ‘생명정치’ 현상이 매우 강화된다. 따라서 생명정치 개념은 코로나19 팬데믹 시대를 잘 표현하는 주요한 개념이었다고 할 수 있다. 따라서 본 논문은 푸코의 ‘생명정치’ 이론이 현 코로나19 팬데믹 상황에서 어떻게 적용될 수 있는지를 논의한 글로서, 팬데믹에서 보여준 국가의 코로나19 대응이 어떻게 사람들에게 코로나를 더 잘 이해하게 하고, 전체 인구를 보호하고 도와 마침내 어떻게 살게 만들어 주는지를 푸코의 관점에서 분석한 글이다. 그동안 우리가 막연히 ‘팬데믹 위기상황’이라는 명목으로 국가가 우리의 일상까지 침범하여 규제･통제하는 것을 쉽게 용인한 것은 아닌지, 더 나아가 현 팬데믹으로 얻은 교훈과 반성으로 우리는 향후 또 다른 신종 바이러스의 출현에 어떻게 대처할 것인지 등을 함께 고민해보고자 한다.

영문 초록

Every Quarantine policy implemented under the title of protection and management from the COVID-19 reminds of Michel Foucault’s theory of ‘biopolitics’ that power is exercised in the form of state power managing the lives of the population. Biopolitics refers to the phenomenon mainly used for the state power to protect and manage the lives of the people under the needs of the times. Foucault states that from the 15th century to the 19th century, the main operation method of power shifted from sovereign power to disciplinary power where power penetrates the individual’s body, and then to biopower which manages the whole population. Foucault’s biopolitics refers to a form of politics that protects the wellness and lives of the population through the following two methods: disciplinary power that controls individual physical body and biopower that controls the entire population. Fear and chaos from such epidemics inject state power in the people’s body and facilitate management of the whole population, thereby enhances the ‘biopolitics’ phenomenon. In other words, ‘biopolitics’ is a major concept expressing the COVID-19 pandemic era. Thus, this paper discusses how Foucault’s theory of ‘biopolitics’ can be applied in the current COVID-19 pandemic situation and analyzes from Foucault’s perspective to find how the state’s responses to the COVID-19 help people to understand the COVID-19 better and protect the whole population. Although administration of biopower has been enhanced under the unavoidable pandemic situation, the state’s quarantine policies can not be justified. People’s horror is intensified under such national emergency, which facilitates use of public power by the state could result in the enlargement of state power. Therefore, this paper reflects whether we easily allowed the state to invade, regulate and control our day to day lives, and how we can handle a new virus in the future with the lessons and self-reflections learned from the current pandemic.
