국문 초록

이 글은 20세기 초 재중 한인 전병훈의 이상사회론을 분석하고 그 특징과 의의를 고찰하는 것을 목적으로 한다. 전병훈은 중국 근대 대동사상의 영향을 받으면서도 이와 다른 새로운 사유를 펼친다. 그는 전통 대동사상의 상고주의나 근대 대동사상의 진보주의 역사관과 달리, 자신의 시간관·역사관과 국제사회 정세에 대한 기대감으로 문명이 극치에 이른 이상사회가 2백 년 이내 도래할 것으로 여긴다. 그는 ‘세계통일공화정부헌법’을 통해 이상사회에 갖추어야 할 정부 형태와 정치·경제·사회 시스템을 제시한다. 이상사회 정부 형태로서 제시한 ‘세계통일공화정부’는 칸트의 영구평화론에 바탕을 둔 것으로 중국 근대 대동사상을 논한 강유위의 시각과 유사하다. 하지만 강유위와 달리 종신제 선출직으로서 세계정부 총통을 논하고, 세계정부 인사들의 도덕성 구비와 도교 내단학 수행의 필요성을 논한다는 특징을 보인다. 전병훈은 경제·사회 측면에서 정전과 균산을 통한 평등과 복지를 중시하는데 이는 중국 근대 대동사상과 궤를 같이한다. 하지만 정치 시스템 측면에서 제시한 ‘공화 헌법의 예치’는 동양의 예치와 서양의 공화, 민주, 입헌의 정치철학적 요소가 조제(調劑)된 전병훈만의 독특한 사유다. 전병훈은 동서고금 정치철학의 조제를 통해 새로운 이상세계를 꿈꿨다. 그는 ‘조선과 중화’ ‘전통과 근대’ ‘동양과 서양’이라는 경계를 허물고, 동서고금의 사유를 조제하여 ‘경계 너머’의 사유를 기획했다는 점에서 중요한 철학적 의의를 지닌다고 할 수 있을 것이다.

영문 초록

This article analyzes the ideal society theory of Korean Jeon Byunghoon in China in the early 20th century and examines its characteristics and significance. Jeon Byunghoon develops a different new thought while being influenced by the modern Chinese Dathong Thought. Unlike the appeal of traditional Datong Thought and the progressive view of modern Daedong Thought, he believes that an ideal society that has reached the height of civilization will arrive within 200 years due to his view of time, view of history, and expectations for international circumstances. He presents the form of government and political, economic, and social systems that should be equipped in an ideal society through the “World Unification Republican Government Constitution.” The “World Unification Republican Government” proposed as a form of ideal society government is based on Kant's theory of permanent peace and is similar to the view of modern Chinese Datong Thought of Kang Youwei (康有爲). However, unlike Kang Kang Youwei, he is characterized by discussing the world government president as a life-long elected office and discussing the need for the morality of world government figures and the practice of Daoism. In terms of economy and society, Jeon Byunghoon emphasizes equality and welfare through power outages and equal production, which is in line with modern Chinese Datong Thought. However, the “Propriety-politics of the politics of the republican constitution Propriety-politics” proposed in terms of the political system is a unique reason for Jeon Byunghoon, whose political philosophical elements of the East's Propriety-politics and the West's republican, democratic, and constitutional are prepared. Jeon Byunghoon dreamed of a new ideal world through the preparation of political philosophy from East and West. He has an important philosophical significance in that he broke down the boundaries of “Chosun and Chinese,” “Tradition and Modern,” “Oriental and Western,” and planned “Beyond the Boundary” by preparing the thoughts of the East and the West.
