국문 초록

2018년, 북한이 평창올림픽에 참가한 이후 동북아지역을 둘러싼 국제적 역학관계에 있어 많은 변화가 있었다. 특히 북한과 중국의 관계는 그동안의 껄끄러웠던 상황을 반전시켜 동맹관계로 다시 복원되었는데, 이것은 그 무엇보다도 중요한 사건이라 할 수 있을 것이다. 사실 한국전쟁에서 중국공산당이 북한에 군사력을 지원하면서 가시화된 북중관계는 늘 혈맹으로 상징되었으며 현재까지 전반적으로 밀접한 관계를 유지하여 왔다고 볼 수 있다. 그러나 겉으로 보이는 이러한 맥락과는 달리 북중관계는 끊임없이 단절적 상황을 반복하면서 소위 애증의 관계를 이어왔던 것으로 평가할 수 있다. 이와 같은 양국의 관계는 2018년 직전에 중국이 UN의 대북제재에 능동적으로 동참하면서 최악의 상황으로 돌입하는 듯하였으며, 북한은 이를 극복할 탈출구를 찾지 못하고 있는 것처럼 보였다. 그러나 북한은 평창올림픽을 계기로 한국과의 관계를 향상시킴과 동시에 미국과 전격적인 정상회담에 돌입하면서 그동안의 상황을 반전시키는 계기를 마련하였다. 이러한 상황변화는 김정은이 정권 창출 이후 최초로 중국을 방문하였고 중국의 시진핑도 이에 화답한 사건들이 잘 대변하여 준다. 북한은 북중관계에 있어 분명 약소국이며 중국은 강대국이라 말할 수 있다. 본 논문에서는 이러한 근본적인 국가의 위상을 근거로 과거 두 국가의 관계를 조명하고 이를 통해 최근 밀접해진 북중관계를 해부함에 있어 ‘비대칭협상이론’이라는 분석의 틀을 이용하여 그 이유를 설명하고자 하였다. 그 결과, 과거로부터 현재에 이르는 북한의 대중국 외교전략의 전통적 맥락과 현재 상황의 동학을 확인할 수 있었다.

영문 초록

After north Korea participated in Pyeongchang winter Olympic games, There have been many international relationship changes in north-east Asia. Especially, it is the one of the most important to recover good relationship between China and north Korea in international political events. To tell the truth, After Chiness communist took part in Korean war, generally noth Korea and China have been in friendly relationship as blood alliance. But these two countries seems to have had continual punctuated relationship, so called in love and hatred. It seems this relationship went into worst situation after China put her right hand to the UN, international sanctions against north Korea. And we think north Korea could not find any key to solve the problem. But after north Korea had Pyeongchang Olimpic games, they development good relationship with south Korea. And then they had a chance to have summit meeting with US, the situation began to turn around. After 2018, US & north Korea kick off the summit meeting, Kim Jungun have first visit China from accession to power in north Korea, simultaneously. After that Xi jinping have return visit to north Korea. North Korea is real week country compared with China. In this study, I will check this two countries past relationship in fundamental differences of national power. And then I study with asymmetrical negotiation theory to confirm relation between north Korea and China. Finally, I find the North Korea's Approaching Strategy to China.
