국문 초록

본 논문의 목적은 한국 조선산업의 경쟁력에 영향을 주는 정부의 산업정책이 어떻게 변화해 왔으며, 그 변화의 원인을 담론제도주의 시각에서 분석하는 것이다. 이 연구는 1970년대부터 2000년대 각 시기별 주요 조선산업정책과 관련된 이슈들을 살펴봄으로써 한국에서 조선산업이 위기에 직면했을 때 주요 정책 행위자들 간에 산업정책의 방향을 두고 산업논리 담론과 시장논리 담론이 첨예하게 대립하였으며, 이러한 담론경쟁의 결과가 한국 조선산업정책의 변화에 중요한 영향을 미쳤음을 강조한다. 즉, 이 논문은 담론정치를 통해 1970년대 이후 한국의 조선산업정책이 크게 “발전주의적 육성정책→발전주의적 조정정책→자유주의적 육성정책→자유주의적 조정정책”의 4단계로 변화하였음을 보여준다는 점에서 의의를 가진다.

영문 초록

The purpose of this paper is to analyze how the South Korean government’s shipbuilding industrial policy has changed over time and to analyze the cause of the changes from the perspective of discursive institutionalism. This paper illuminates that when the shipbuilding industry is faced with crises, these crises are accompanied by fierce contention between policy actors that side with either the industry-rationale or the market- rationale discourse when determining the direction of the era’s industrial policy, and the study also shows that the discursive contention has significantly impacted the formation of Korea’s industrial policy on shipbuilding. In summary, this paper shows by example of discursive politics that the Korean industrial policy on shipbuilding in the aftermath of the Park Chung-hee administration evolved progressively in four stages: development- alistic growth policy → developmentalistic reorganization policy → liberalistic growth policy → liberalistic reorganization policy.
