국문 초록

본 연구는 주요 전략 국가에서 한국형 주소체계의 개발 및 구현될 수 있는지에 대한 여건을 분석하고 K-주소체계가 해외 전략 국가에 채택될 가능성을 제시하였다. 효율성과 정확성을 기반으로 최근 발전을 거듭하고 있는 한국의 주소체계는 현대적 기술과 사용자 친화적 특성을 통합하여, 주소 인프라를 현대화하려는 국가들의 모델이 되고 있다. 본 연구는 전자정부를 구성하는 구조화된 형식, 디지털 통합, 사용의 용이성 등 한국 주소체계의 독특한 특성과 이점을 분석 제시하고, 기술적 준비 상태, 인프라 구축 필요성, 지역 경제 및 거버넌스에 미칠 영향 등을 고려하여 확장 가능한 대상 국가를 식별하였다. 아울러 디지털 정부, 디지털 기술, 국제개발 교류협력 사업에 대한 통찰력을 결합하여 종합적인 전략을 수립하는 학제적 접근 방식을 사용한다. 또한 문화적 차이, 기술 호환성, 정책 고려 사항과 같은 잠재적인 도전 과제를 논의하고 이러한 문제를 완화하기 위한 해결책을 제안한다. 본 연구는 진출 대상 국가로 식별된 탄자니아를 대상으로 한국형 주소체계의 성공적인 구현을 위한 로드맵을 제시하며, 현지 정부와의 협력, 특정 지역 요구에 맞는 맞춤화, 체계의 유연한 통합과 채택을 보장하기 위한 단계적 접근 방식을 제시하였다. 이 연구는 국제 개발과 전자정부 분야 국가 간 협력에 이바지하며, 한국의 기술 발전을 활용하여 식별된 대상국가의 주소 시스템 발전을 돕기 위한 전략적 틀을 제공하고자 한다.

영문 초록

This study analyzes the conditions under which the development and implementation of a Korean address system can take place in major strategic countries. It also suggests the possibility of the adoption of the K-Address System in foreign strategic nations. Korea's address system, which has been advancing in recent years based on efficiency and accuracy, serves as a model for countries aiming to modernize their address infrastructure by integrating modern technology and user-friendly features. The research explores the distinctive characteristics and advantages of the Korean address system, such as its structured format, digital integration, and user-friendliness, which constitute essential components of the e-government framework. Identifying expandable target countries involves considering technological readiness, the necessity of infrastructure development, and the impact on regional economy and governance. Additionally, the study adopts an interdisciplinary approach by combining insights into digital government, digital technology, and international development cooperation projects to formulate a comprehensive strategy. It discusses potential challenges like cultural differences, technological compatibility, and policy considerations, proposing solutions to mitigate these issues. Focusing on Tanzania as the identified target country, the research outlines a roadmap for the successful implementation of the Korean address system. It suggests a phased approach to ensure cooperation with the local government, customization to meet specific regional requirements, and flexible integration and adoption of the system. This study aims to contribute to international cooperation in the fields of international development and e-government, leveraging Korea's technological advancements to assist in the development of the address systems in identified target countries. It provides a strategic framework to facilitate the utilization of Korean technological expertise for the advancement of the address systems in the target countries.
