국문 초록

본 연구는 통합사례관리와 사례관리라는 용어가 법적으로 각각 별도로 규정되어 있다는 점에서 양자는 차이가 있다는 전제를 두고, 통합사례관리와 사례관리가 어느 정도 연속성과 유사성을 가지고 있더라도 통합사례관리가 다른 특성이 있음을 전제하지 않는 것에 대한 비판적 입장에서 통합사례관리의 특성을 규명하여 정체성을 찾고자 하였다. 이를 위해 2014년 이후 법제화되어 통합사례관리의 근거가 되는 국가의 법률과 지방자치법인 조례를 대상으로 규범에 나타난 통합사례관리 내용을 분석하여 통합사례관리가 가지는 규범적 특성이 무엇인지 살펴보았다. 연구 결과 통합사례관리는 법적 용어이자 제도화된 영역이다. 따라서 통합사례관리가 무엇인지 명확히 법으로 개념화되어 있고 통합사례관리를 통해 달성하고자 하는 목적도 명확하다. 그리고 통합사례관리실시에 따른 책임 주체가 누구인지, 책임 주체가 수행해야 할 책무 내용이 무엇이며 통합사례관리사 등 전문 인력을 통해 지원 대상자에게 무엇을 지원해야 하는지, 접근방법은 어떻게 하는지, 필요한 예산이 배정되는 등 법적 구속력을 가지고 공공영역에서 공식적으로 수행되고 있는 제도이다. 따라서 사례관리가 통합사례관리이거나 통합사례관리가 사례관리라는 관점에서 벗어나 통합사례관리 자체로서 의미를 부여해야 하는 정당성을 가지고 있다.

영문 초록

This study aims to explore difference between integrated case management and case management from a legal perspective. Although these two terms share a certain degree of continuity and similarity, this study espouses a critical approach to investigate the claim that integrated case management lacks unique characteristics compared to conventional case management. The objective is to shed light on specific characteristics of integrated case management and discern its identity. In view of this, this study delves into normative characteristics of integrated case management by analyzing terminologies proposed in national acts and local government ordinances that have governed integrated case management since 2014. Findings of this study indicate that integrated case management is both a legal term and an institutionalized domain. Accordingly, its conceptualization and purposes have been clearly outlined. As an institutional entity, integrated case management serves a legally binding role in the public domain, encompassing the following matters: responsible parties, their specific responsibilities, role of professionals such as integrated case managers in supporting beneficiaries, support approaches, and budgets. Thus, it is evident that integrated case management legitimately holds its own significance, going beyond the view that it is merely a variant of conventional case management or vice versa.
