비교모형 기반의 고등교육재정 적정 규모 추정과 재정지원 확충 방안

국문 초록

본 연구의 목적은 고등교육재정의 적정 규모를 추정하고 이를 위한 재정지원 확충 방안을 마련하는 데 있다. 이를 위하여 교육재정의 적정성 개념과 적정성 추정 방법을 살펴보고, 국제·국내 정부 승인 통계자료를 활용하여 고등교육재정의 적정 규모를 추정하였으며, 안정적으로 고등교육재정을 확충하기 위한 정책적 개선방안을 제시하였다. 주요 연구 결과는 다음과 같다. 첫째, 국가 경제발전 속도와 비교할 때 고등교육재정의 지원 규모는 여전히 국제적으로 매우 낮은 수준에 머물고 있다. 국내 정부 총지출 및 전체 교육예산 대비 고등교육재정의 규모와 OECD 국가별 1인당 고등교육 공교육비의 10년간의 증감률 및 1인당 GDP 대비 1인당 고등교육 공교육비의 비율 모두 하위권으로 확인되었다. 둘째, 국내·외 경쟁력을 고려한 비교 준거집단을 설정하고 비교모형을 기반으로 고등교육재정의 적정성을 추정하였다. 분석 결과 준거집단을 국제 수준으로 설정할 경우 최소 10.1조 원에서 최대 15.5조 원까지 추가 재원이 필요한 것으로 나타났다. 끝으로 본 연구에서 추정된 소요재원 규모에 대하여 향후 국가와 민간의 분담 방향을 정부의 재정지원 기본계획과 연동하고, 중·장기적으로 현재 운영 중인 고등·평생교육지원특별회계의 재원 규모를 확대하여 기금으로 운영하는 방안을 제안하였다.

영문 초록

The purpose of this study is to estimate the appropriate size of higher education financing based on the concept of education financing adequacy and to propose a policy realization plan to expand financial support based on special accounting for higher and lifelong education support. The results of the study show that the scale of domestic higher education financing is very low. Domestic total government expenditure, education budget, OECD public education expenditure per capita, and OECD higher education expenditure per capita as a percentage of GDP were all low. Second, the comparative model was applied to estimate the appropriate size of higher education financing, and the size of the required resources increased as the reference group for international competitiveness comparison was set. Third, the newly established special account for higher education finance is problematic in terms of the stability of revenues, the adequacy of revenue sources, and the feasibility of expenditure projects. In particular, there is no explicit provision for securing financial resources, and the special account is temporary, so it is necessary to revise the law and find a way to provide long-term financial support. Finally, in order to secure the estimated amount of financial resources needed in the future, it is proposed to link the direction of sharing between the state and the private sector with the government's plan and operate the fund in the long term.
