일본 사립대학 재정구조와 운영 실태 분석

국문 초록

이 연구는 일본 사립대학 재정구조 및 운영 실태를 분석하고 학교법인과 국가 및 지방자치단체의 재정지원제도를 참고하여 우리나라의 사립대학 재정구조 개선을 위한 시사점을 찾는 데 목적이 있다. 연구목적을 달성하기 위하여 선행연구와 일본 사립학교법과 관계 법령, 문부과학성과 사립학교진흥·공제사업단과 사립대학협회 등의 문헌과 통계자료를 분석하였다. 일본 사립대학 재정구조와 운영 실태를 분석한 결과, 비슷한 ｢사립학교법｣ 체계를 가지고 있음에도 불구하고 재정구조와 운영의 실제는 차이가 많았다. 우리나라는 법인회계와 교비회계를 칸막이하여 교비회계에서 법인회계로 재원 이동을 차단하고 있으나, 일본은 회계를 구분하지 않음으로써 규제가 적었고, 우리나라는 적립금을 죄악시하는 반면, 일본은 적립금에 해당하는 제3호 기본금을 제1호 기본금(교육용 기본재산)과 똑같이 확보해야 할 의무를 부과하고 있었다. 일본은 정부가 사립대학에 대하여 경상비를 지원하며, 학생에 대하여 수업료등 감면(국가장학금)과 급부형 장학금(생활비)를 지원하고, 다양한 명목으로 납입금을 징수하고 있었다. 우리나라의 사립대학 재정구조 개선을 위한 시사점은 다음과 같다. 첫째, 대학법인의 교비회계와 법인회계의 통합을 시도해볼 필요가 있다. 둘째, 등록금 부과 항목을 세분화하는 방안을 검토할 필요가 있다. 셋째, 특정 목적에만 집행해야 하는 사업비를 줄이고 경상비 지원을 확대해야 한다. 넷째, 학생의 생활비를 직접 지원하는 급부형 장학제도 도입을 검토할 필요가 있다. 다섯째, 무이자 학교채 발행을 추진할 필요가 있다. 여섯째, 감가상각누계액의 적립을 의무화해야 한다.

영문 초록

The purpose of this study is to analyze the financial structure and operation of Japanese private universities and the financial support systems of educational corporations and national and local governments to find implications for improving the financial structure of our private universities. In order to achieve the purpose of the study, previous research, Japanese Private School Law and related regulations, literature and statistical data from the Ministry of Education, Culture, Sports, Science and Technology, Private School Promotion and Mutual Aid Foundation, and Association of Private Universities were analyzed. As a result of analyzing the financial structure and operation status of Japanese private universities, despite having a similar ｢private school law｣, there were many differences in the financial structure and operation. The implications for improving the financial structure of our private universities obtained through the analysis of the financial structure and operation of Japanese private universities are as follows. First, it is necessary to try to integrate the accounts of university and the accounts of corporation. Second, it is necessary to review ways to subdivide the tuition fee items. Third, it is necessary to reduce project expenses that should be used only for specific purposes and expand subsidies for current expenses. Fourth, it is necessary to consider introducing a grant-type scholarship system that directly supports students' living expenses. Fifth, it is necessary to promote the issuance of interest-free school bonds. Sixth, the accumulation of accumulated depreciation should be mandatory.
