국문 초록

본 연구는 지자체-대학 협력기반 지역혁신사업(RIS)의 핵심분야별 추진 실적 내용의 네트워크 변화를 파악하고, 그 특성을 도출하는 것을 목적으로 한다. 이를 위해 C지역 바이오헬스산업 지역혁신플랫폼의 1~3차년도 사업성과보고서를 활용하여 사업내용에 대한 네트워크 분석(Social Network Analysis)을 실시하였다. 분석의 주요 결과를 제시하면 다음과 같다. 첫째, 네트워크 밀도, 연결중심성과 근접중심성은 1차년도, 2차년도에 비해 3차년도에 크게 증가한 반면, 매개중심성은 3차년도에 가장 낮게 나타났다. 네트워크 밀도는 1차년도와 2차년도에 큰 차이가 없었으나, 3차년도에는 노드 수, 노드의 평균 링크 수 등이 크게 증가하였다. 둘째, 4개의 핵심분야의 중심성 편차가 크게 나타났는데, 이는 특정 분야와 이 분야를 수행하는 대학에서 사업을 주도하였음을 시사한다. 셋째, 참여주체별 분석 결과, 5개 참여 주체 중 기업은 1~3차년도 연결중심성과 매개중심성 모두 1위를 기록하였고, 대학은 연결중심성에서 3위, 2위, 2위, 매개중심성에서 4위, 2위, 2위를 기록하였다. 기관은 3차년도에 4위, 지역은 2차년도에 5위로 1차년도에 비해 순위가 대폭 상승하였다. 반면, 지자체는 RIS사업의 핵심 주체임에도 불구하고 연결중심성이 낮게 나타났다. 넷째, 추진내용별 분석 결과, 인력양성, 연구, 기술개발, 취업, 연계의 연결중심성은 1차년도 7위(연구)~36위(연계), 3차년도에는 5위~23위로 나타났다. 연결중심성 지수는 1차년도 0.121(연계)~0.273(연구)으로 나타났고, 3차년도에는 0.242(기술개발)~0.455(인력양성)로 나타났다. 매개중심성은 1차년도 9위(0.035)~48위(0.006)로 나타났고, 3차년도에는 4위(0.037)~29위(0.006)로 나타났다.

영문 초록

The purpose of this study is to identify network changes in the performance of Regional Innovation Strategy(RIS) based on local government-university cooperation in each core field and to derive their characteristics. For this purpose, a network analysis (social network analysis) was conducted on the project contents using the 1st to 3rd year business performance reports of the C Region Biohealth Industry Regional Innovation Platform. The main results of the analysis are presented as follows. First, network density, degree centrality, and closeness centrality increased significantly in the third year compared to the first and second years, while betweenness centrality was lowest in the third year. Second, there was a large deviation in the centrality of the four core areas. Third, as a result of analysis by participating entity, among the five participating entities, the company ranked first in both degree centrality and betweenness centrality in the 1st to 3rd years. The university ranked 3rd, 2nd, and 2nd in degree centrality, and 4th, 2nd, and 2nd in betweenness centrality. Meanwhile, institutions and regions ranked 13th, 15th, 24th, and 31st in degree centrality and betweenness centrality, respectively, in the first year, while institutions ranked 4th in the third year and regions ranked 2nd. The ranking rose significantly to 5th place last year. Fourth, as a result of analysis of the promotion contents of human resources training, research, technology development, employment, and connection, it was found that the contents of business performance were evenly distributed rather than concentrated on specific entities.
