국문 초록

최근 공무원 시험의 경쟁률이 낮아지는 상황에서도 변화하는 시대의 흐름에 대응하는 공무원의 업무 능력과 국가를 위해 봉사한다는 공직 가치 등을 갖춘 인재의 선발은 더욱 그 중요성이 강화되고 있다. 이러한 인재를 선발하는 것은 국가 공무원 시험이다. 그 중에서 최근 3개년간(2021~2023) ‘9급 국가직 공무원 공개경쟁 채용시험’의 한국사 문항의 문제점과 대안은 다음과 같다. 첫째, 분야별, 시대별 영역이 골고루 편제되지 못하고 특히 사회 분야와 현대사 문항이 보다 확대되어야 한다. 둘째, 공직 가치와 관련된 한국사 문항을 의도적으로 규범화하여 이에 걸맞는 역사적 사실을 선택하여 문항을 출제해야 한다는 점이다. 이를 위해 2016년 개정된 공직 가치와 실천강령은 공무원에게 공정성, 공익성, 청렴성, 전문성, 다양성 등을 요구하고 있다. 마지막으로 필수 과목으로 지정된 한국사 과목을 위한 사교육의 과도한 비용 지출을 막기위해서는 역사적 탐구력을 발휘하는 시험 문항을 출제해야 한다. 즉 되도록 공직 가치와 관련된 사료를 분석하는 고차원적 능력을 통해 선행 지식이 없어도 문항을 풀 수 있는 문항이 개발되어야 한다.

영문 초록

This study aims to seek improvement plans by analyzing the Korean history exam subject of the open competitive examination for government officials(9th grade). Despite the recent decline in competition for public officials, the selection of talent with the ability of public officials to respond to the changing trend and the public service value is becoming more important. The selection of these talents is through a national civil service exam, and among them, the problems and alternatives of the Korean history exam of the “9th Grade National Public Service Open Competition Recruitment Test” over the past three years (2021-2023) are as follows. First, the areas by field and era are not evenly organized, and in particular, the social field and modern history questions need to be expanded. Second, it is necessary to deliberately standardize Korean history questions related to the value of public offices and select historical facts suitable for them. To this end, the Public Service Value and Code of Practice revised in 2016 requires public officials to be fair, public interest, integrity, professionalism, and diversity. Finally, in order to prevent excessive expenditure of private education for Korean history subjects designated as mandatory subjects, test questions that demonstrate historical inquiry should be presented. In other words, questions that can solve questions without prior knowledge should be developed through the high-dimensional ability to analyze historical materials.
