신임경찰관의 북한이탈주민 인식태도 및 수용성 확대 방안에 관한 인식 연구

국문 초록

본 연구는 중앙경찰학교에 교육 중인 신임경찰관들을 대상으로 북한이탈주민에 대한 친근감을 비롯하여 관심도, 북한에 대한 이미지 및 이미지 형성 영향 매체 등에 대한 실증적인 연구를 통해 북한이탈주민들에 대한 바람직한 태도에 대한 정책 제언을 제시함에 목적이 있다. 실증적인 연구수행을 위해 중앙경찰학교에 교육 중인 20대 이상 성인 남녀 300명을 대상으로 자기평가기입법을 통한 설문조사를 실시하였다. 2021년 10월 1일부터 10월 10일까지 무작위 추출 방법으로 실시한 설문조사 결과, 300명이 응답하여 100%의 응답률을 보여 300건을 사용하여 IBM SPSS 프로그램을 이용하여 분석하였다. 분석 결과 인구사회학적 특성에서 북한이탈주민 접촉빈도는 북한이탈주민에 대한 친근감과 정적 상관관계, 북한에 대한 이미지와 부적(否的) 상관관계를 보여주었다. 태도적 특성은 북한이탈주민과의 친근함, 관심도, 이미지의 3개 변인은 통계적으로 유의미한 상관관계를 보여주고 있었다. 북한이탈주민에 대한 친근감은 접촉빈도가 많을수록 북한이탈주민에 대한 친근감이 높아지는 것을 알 수 있다. 북한이탈주민에 대한 관심도에 있어서 여성들은 남성들에 비해 북한이탈주민에 대한 관심도가 높았으며 이는 통계적으로도 유의미한 차이를 보여주고 있었다. 북한에 대한 이미지는 북한이탈주민 접촉빈도와 부적 상관관계를 보여주고 있었다. 즉, 북한이탈주민을 만날수록 북한에 대한 부정적 이미지가 축적되는 모습이다. 북한 이미지 형성에 영향을 미치는 매체를 확인해 본 결과 미디어(TV, 언론매체)가 56.0%로 절반 이상을, 다음으로 인터넷(SNS 포함), 교육의 순이었다. 본 연구는 다음과 같이 정책 제언을 하고자 한다. 첫째, 한국사회의 ‘남남갈등’의 점진적 해소이다. 둘째, 대국민 다문화 교육 강화 및 홍보 활동 강화이다. 셋째, 다양한 정책개발이다. 넷째, 종합적인 네트워크 구축이다. 다섯째, 대중매체에서의 북한이탈주민에 대한 부정적인 이미지 확산 제한이 필요하다. 여섯째, 신임경찰관을 대상으로 한 교육 강화이다.

영문 초록

The purpose of this study is to present policy suggestions on desirable attitudes toward North Korean defectors through empirical research on the level of familiarity and interest in North Korean defectors, image of North Korea, and image-shaping influence media for new police officers trained at the National Central Police Academy. In order to conduct empirical research, a survey was conducted on 300 adult men and women in their 20s and older who were educated at the National Central Police Academy through the self-evaluation method. From October 1 to October 10, 2021, 300 people responded to a randomized sampling survey with a response rate of 100%, using 300 surveys and analyzed using the IBM SPSS program. As a result of the analysis, the frequency of contact with North Korean defectors in terms of demographic characteristics showed a static correlation with affinity for North Korean defectors, and a talisman correlation with the image of North Korea. Attitudinal traits showed a statistically significant correlation between the three variables of friendliness, interest, and image with North Korean defectors. As for the affinity for North Korean defectors, it can be seen that the more frequent contact there is, the higher the affinity for North Korean defectors. In terms of interest in North Korean defectors, women were more interested in North Korean defectors than men, a statistically significant difference. The image of North Korea showed an inappropriate correlation with the frequency of contact with North Korean defectors. In other words, the more North Korean defectors meet, the more negative images of North Korea accumulate. When we checked the media that influenced the formation of North Korea's image, the media (TV and media media) accounted for more than half of the media (56.0%), followed by the Internet (including SNS) and education. This study seeks to make the following policy recommendations. First, it is the gradual resolution of the “South-South conflict” in Korean society. Second, strengthen multicultural education and publicity activities for the people. Third, the development of various policies. Fourth, comprehensive network construction. Fifth, it is necessary to limit the spread of negative images of North Korean defectors in the mass media. Sixth, strengthen training for new police officers.
