국문 초록

본 연구의 목적은 청년정책 형성과정을 역사적 제도주의 관점에서 분석함으로써 정책적 함의를 도출하는 것이다. 특히 역사적 제도주의 접근 중에서도 Mahoney & Snyder(1999)의 통합적 접근을 통해 구조-제도-행위자 수준을통합적으로 고려하고자 하였다. 분석 결과, 구조적 맥락에서는 청년을 둘러싼 다양한 사회경제적 위기 속에서 일부 지방정부 단체장의 변화와 정권교체가 촉발기제 및 결정적 분기점으로 작용하였다. 제도적 맥락에서는 개인의 책임과 자조를 강조하는 복지이념, 일자리 중심의 정책이 제도적 제약이되는 한편, 일부 지방정부 중심으로 청년단체와의 협력적 거버넌스 형성 및청년기본권 보장을 위한 정책의 도입 등이 변화의 기회가 되었다. 행위자에는 불평등을 극복하고 모든 청년의 기본권 보장을 강조했던 청년단체, 조정및 관리를 통해 실효성 있는 정책 도입을 강조했던 국회, 종합적인 정책적대응에 공감한 정부, 전문가가 있었다. 이들은 제도적 제약에도 불구하고 다양한 방식으로 소통함으로써 정책을 변화시키고자 하였다. 끝으로, 이러한분석결과를 바탕으로 정책적 함의를 제시하였다.

영문 초록

This study aims to derive policy implications by analyzing the making process of youth policy from the perspective of historical institutionalism. In particular, the integrative approach of structure-institution-action can explain institutional change through external and internal factors. The results of this study are as follows. First, in the structural context, various socio-economic crises surrounding youth have been accumulated as potential problems. In addition, there was a change of power in some local governments and central government at an initiative trigger for institutional change. Secondly, in the institutional context, there were institutional constraints such as policy ideology emphasizing individual responsibility and self-help, employment policy and law. On the other hand, cooperative governance with youth groups was formed in some local governments, which led to the introduction of policies to guarantee the fundamental rights of youth. Third, in the action factor, there were youth organizations that emphasized guaranteeing the fundamental rights of all youth, the national assembly that insisted introduction of effective policies through coordination and management, the government that asserted comprehensive policy formation, and experts. Even though institutional constraints, they tried to change the policy by communicating in various ways.
