국문 초록

지속가능한 발전은 기본적으로 인간과 자연의 공존을 전제로 한다. 즉, 자연환경이 인류를 수용하는 능력에 한계가 있으므로 이를 이용하는 인간의 활동은 자연환경의 수용력 범위에서 이루어지도록 통제되어야 한다. 섬 지역은 육지에서 떨어져 있기 때문에 물과 전기 등의 기반이 제한적이고 환해성, 격절성 등으로 인하여 섬으로의 접근성이 고려되어야 하며, 협소성 등의 특성으로 인하여 특히 개발가용지와 수용력 등이 고려되어야 한다. 바다로 둘러싸인 고립된 공간인 섬은 항구를 중심으로 내륙과 소통하기 때문에 사람과 상품의 명확한 흐름과 경계가 엄격하게 구분된다. 이러한 특징으로 수용력의 개념을 여타 지역보다 섬에 적용하기 쉽고 의미가 있으며 지속가능성을 평가하는데 유용한 도구가 될 수 있다. 따라서 본 연구에서는 섬 주민의 일정 수준의 삶의 질 유지와 지속가능한 발전을 위한 계획적 관리수단으로서 섬 수용력 개념의 도입을 제안하고, 섬 수용력 평가체제를 시론적으로 논의하였다. 이는 인간활동의 흔적, 수용력과 지속가능한 개발 사이의 연관성을 이해하는 데 일조하며, 결국 정책결정자와 계획가에게 계획적으로 섬 지역을 관리하기 위한 적절한 전략과 실행계획을 수립하는 데 실마리를 제공할 수 있다.

영문 초록

Sustainable development is based on the coexistence of man and nature. This means that the natural environment has limits to its capacity to accommodate humanity, so human activities that use it must be controlled to stay within the natural environment's capacity range. Since the island area is remote from the mainland and has a limited supply of water and electricity, access to the island should be considered due to environmental damage and isolation, and development land and carryin capacity should be considered, especially due to the island's narrowness. Because the island, an isolated space surrounded by water, communicates with the inland around the port, the flow and boundaries of people and goods are strictly defined. With these characteristics, the concept of capacity is more easily applied to islands than to other regions, has more meaning, and can be a useful tool for assessing sustainability. As a result, this study proposed the introduction of the concept of island carrying capacity as a planned management means for maintaining a certain level of quality of life and the long-term development of islanders, as well as a theoretical discussion of the island carrying capacity evaluation system. This aids in understanding the traces of human activity, the relationship between carrying capacity and sustainable development, and can eventually provide policymakers and planners with hints for developing appropriate strategies and action plans to manage the island area in a planned manner.
