주미대한제국공사관 복원과 ‘국외소재문화재’ 활용 방안 연구

국문 초록

본 논문은 미국 워싱턴 D .C . 소재 주미대한제국공사관 복원 공사 및 활용사례를 소개하고 향후 세계 각국에 소재하고 있는 국외소재문화재를 현지에서매입, 복원 공사 추진 및 활용 방안을 모색하고자 하는 목적에서 작성한 글이다. 대한민국 정부(문화재청)은 1882년 미국과 수호통상조약을 체결한 이후 6년이지난 1888년에 워싱턴 D .C .에 주미조선공사관을 개설하였고 1889년 2월부터새로운 공간으로 옮긴 이후 약 16년 동안 대미 외교업무와 근대화를 위한 창구로서 역할을 하였다. 문화재청은 2012년 10월 현 주미대한제국공사관 건물을매입하여 정밀 실측 및 보수‧복원 공사, 전시 인테리어 사업을 거쳐 2018년5월에 공식적으로 개관하였다. 이에 대한민국 정부에서 최초로 해외 국외소재문화재 건물을 매입하고, 미국현지 법규에 따라 진행했던 복원 공사 및 활용 사례를 자세하게 소개하고 더 나아가 세계에 흩어져 있는 국외소재문화재를 현지인 및 재외 동포, 방문객들과함께 공감하며 소통하기 위한 다양한 활용 방안을 모색하였다.

영문 초록

The purpose of this article is to introduce the restoration work and use cases of the Old Korean Legation in Washington D.C., and to find ways to purchase, restore, and utilize overseas cultural heritage scattered around the world. In 1888, six years after the signing of Joseon and U.S. Treaty of Amity and Commerce with the United States in 1882, the Joseon government (the Cultural Heritage Administration) opened the Old Korean Legation in Washington D.C., and moved to a new space in February 1889. It served as a window for business and the modernization of Joseon. In October 2012, the current Old Korean Legation building in the US was purchased and opened in May 2018 after precise measurement, repair and restoration work, and exhibition remodeling. Accordingly, the restoration work and use cases that were first purchased by the Korean government and carried out in accordance with local laws and regulations of the United States are introduced in detail, and furthermore, according to the concept of foreign cultural heritage, the utilization plan to sympathize and communicate with the local people about the cultural heritage located abroad.
