국문 초록

본 논문은 식민지 조선의 선원 양성 기관이었던 ‘조선총독부 체신국 해원양성소’의 운영과 그 성격을 분석한다. 1912년에 발족한 조선우선주식회사(이하 조선우선)는 조선총독부가 식민지화 작업을 원활히 하기 위해 만든 해운회사였다. 제1차 세계대전 이후 세계해운 경기가 활성화되고 일본 기선회사들의 선박 수가 급격히 증가하자, 조선우선에서는 선원 부족 현상이 나타났다. 이것은 일본 고등상선학교나 지방상선학교 출신의 선원들이 식민지 조선의 기선회사인 조선우선까지 오는 것을 기피하는 현상이 나타나기 시작했기 때문이다. 조선우선 경영진은 조선총독부에 조선에서 자체적으로 선원을 양성할 것을 건의하였다. 조선총독부는 1919년 7월 인천에 해원양성소를 설립하였다. 하지만 인천해원양성소는 중퇴자가 너무 많아 선원의 수급 측면에서 볼 때, 선원 수요에 탄력적으로 대응하기 어려웠다. 조선총독부는 인천해원양성소를 진해로 이전한 뒤, 일련의 교육과정과 특혜 부여에 대한 개정을 이루었다. 하지만 진해해원양성소 시기에 이루어진 일련의 교육과정과 특혜 개정은 재조일본인에게 인기를 끄는 요인으로 작용하였다. 진해로 이전 후 조선인 학생의탈락 현상은 지속되었으며, 진해해원양성소는 점차 재조일본인 위주의 고등 선원 교육을 제공하는 교육 기관으로 변모하게 되었다.

영문 초록

This thesis analyzes the establishment and management of the Government - General of Korea Maritime & Ocean Training School, which was the only maritime experts training institute in Japanese Colonial Period. The Chosun Mail Steamer Boat Corporation, Ltd. (hereinafter Chosun Useon, 朝鮮郵船) was a shipping company established by the Government- General of Korea to facilitate colonization. After World War I, as the global shipping industry was revitalized and the number of ships of Japanese steamship companies rapidly increased, there was a shortage of maritime experts in Chosun Useon. This is because the phenomenon of maritime experts from the Japanese Higher Merchant Marine School or the Local Merchant Marine School began to avoid coming to the Chosun Useon in colonial. The Chosun Useon suggested to the Government-General of Korea to train its own experts in Chosun. In July 1919, the Government-General of Korea established Maritime & Ocean Training School in Incheon. However, the training school had too many dropouts students, so it was difficult to flexibly respond to the demand for seafarers in shipping industry. The Government-General of Korea revised a series of educational courses and grants of preferential treatment. However, a series of revisions made the factors in gaining popularity among Japanese students. Time after time, the dropout phenomenon of Korean students continued, and the Korea maritime & ocean training school was gradually transformed into an educational institution that cultivate the higher education for Japanese maritime experts.
