국문 초록

정조는 장용영을 군주권을 강화하는 정치적 기반으로 삼기도 하였다. 단순히 국방강화와 군제개혁만을 위한 군영으로서의 역할이 아니라 군주의 친위군영으로 자리매김하게 하였다. 정조는 장용영을 강한 군영으로 만들기 위하여 혜택과 함께 통제를 동시에 하였다. 정조는 장용영에 엄격한 ‘계령(戒令)’을 만들어 군사들이 잘못된 행동을 하지 못하게 하여 백성들의 신뢰를 받게 하고자 하였다. 『장용영대절목(壯勇營大節目)』에 명시한 장용영 계령 10조는 장용영의 칙령(飭令)으로 삼게 하였다. 정조는 장용영 계령을 제정하면서 장용영 군사들과 가족들의 군영촌 건립을 추진하였다. 그 장소는 바로 효종대 북벌군을 주둔시켰던 연화방 일대였다. 정조가 장용영 군영촌을 선인문 일대에 조성한 것은 효종의 북벌 의지를 계승하기 위함과 더불어 장용영 군사 및 가족들이 백성들로부터 신뢰를 받고, 안정된 가정을 통해 체계화되고 강도 높은 훈련으로 강력한 군영이 되기를 희망하였기 때문이다. 정조는 군영촌의 동계(洞契)와 동계를 기반으로 하는 작통제를 만들었다. 이는 바로 정조가 구상한 이상적인 군영과 군영촌을 만들고자 한 것이다. 더불어 정조가 장용영의 장졸과 가족들을 연화방 일대 집단적으로 거주하게 하는 것은 궁성을 수비하기 용이함과 더불어 이 일대를 깨끗이 하여 백성들에게 신뢰를 받고 국왕의 존엄을 높이고자 함이었다. 왜냐하면 장용영을 만든 목적중의 하나가 국왕을 호위하고 왕권을 강화하기 위함이었기 때문이다. 더불어 장용영 장졸들이 오만해져 민폐를 끼칠 우려를 차단하기 위하여 각각 동계에서 스스로 통제하여 국왕의 군제개혁을 지속적으로 추진하게 하기 위함이었다.

영문 초록

King Jeongjo also used Jangyongyeong as a political basis for strengthening the monarchy. It did not simply serve as a military camp for strengthening national defense and reforming the military system, but established itself as a royal guard military camp. King Jeongjo controlled Jangyongyeong at the same time with benefits to make it a strong military camp. King Jeongjo made a strict ‘Gye-ryeong(戒令)’ at Jangyongyeong to prevent soldiers from doing wrong and to gain the trust of the people. Article 10 of the Jangyongyeong commandment specified in 『Jangyongyeong Great Jeolmok(壯勇營大節目)』 was made into Jangyongyeong’s edict(飭令). King Jeongjo promoted the establishment of military camps for Jangyongyeong soldiers and their families while enacting the Jangyongyeong Gye-ryeong. The place was the area around Yeonhwabang, where the Northern Expedition Army during King Hyojong’s reign was stationed. King Jeongjo created Jangyongyeong’s military camp in the Seoninmun area because he hoped that JJangyongyeong military and family would be trusted by the people and become a strong military camp through systematic and intensive training through stable families. King Jeongjo made Dong-gye(洞契) of Jangyongyeong’s military camp and Jaktongjo based on Dong-gye. This was to create the ideal military camp and military village envisioned by King Jeongjo. In addition, King Jeongjo’s collective residence of Jangyongyeong’s soldiers and their families in Yeonhwabang area was to make it easier to defend the palace and clean this area to be trusted by the people and increase the king’s dignity. This is because one of the purposes of making Jangyongyeong was to escort the king and strengthen the royal authority. In addition, in order to prevent the concerns that Jangyongyeong’s soldiers would become arrogant and cause inconvenience, each of them was controlled by Dong-gye(洞契) to continuously promote the king’s military reform.
