국문 초록

학문은 진리를 발견 또는 생산하는 것을 목표로 한다. 이에 학문체계에 참여하는 연구자는 진리를 발견 또는 생산하는 데 기여해야 한다. 이러한 이유에서 연구의 진실성과 연구윤리가 연구자에게 요청된다. 한편 학문체계에서 연구윤리가 강화되면서 연구신청 단계, 즉 연구계획서를 작성하는 단계도 연구윤리의 규제 영역에 포섭된다. 연구계획서의 표절이나 중복이 새로운 연구부정행위로 지목된다. 그러나 과연 무엇을 대상으로, 어떤 기준으로 그리고 어떤 절차로 연구계획서의 표절이나 중복 문제를 규제할 것인지는 쉽지 않은 문제이다. 이 글은 이러한 문제의식에서 연구계획서의 유사 및 중복 문제를 살펴본다. 특히 이에 관한 독일연구단체의 규제체계를 살펴봄으로써 유익한 착안점을 모색한다. 이에 따르면 연구윤리는 연구의 생애주기 전반에 적용된다. 따라서 연구지원을 받기 위해 연구계획서를 작성 및 신청하는 과정에도 연구윤리는 적용된다. 이에 따라 연구자는 연구계획서가 유사나 중복 문제에 휘말리지 않도록 해야 한다. 그러나 연구윤리가 여전히 형성 중인 윤리라는 점을 고려할 때 연구계획서의 중복 문제를 어떻게 취급할 것인지는 더욱 고민할 필요가 있다.

영문 초록

Science aims to discover or produce truth. Accordingly, researchers participating in the academic system must contribute to discovering or producing the truth. For this reason, the research integrity and research ethics are required of researchers. On the other hand, as the research ethics is strengthened in the academic system, the research application stage, that is, the stage of writing a research proposal, is also included in the regulatory domain of the research ethics. The plagiarism or duplication of research proposals is pointed out as one of new research misconducts. However, it is not an easy matter to regulate plagiarism or duplication of research proposals with what targets, with what standards, and with what procedures. This article examines the similarity and duplication of research proposals in this critical context. In particular, by examining the regulatory system of the Deutsche Forschungsgemeinschaft, this article seeks some useful insights. According to this, the research ethics is applied throughout the life cycle of research. Therefore, the research ethics is also applied to the process of preparing and applying for a research proposal to receive research support. Accordingly, researchers must ensure that their research proposal does not get caught up in the problem of its similarity or duplication. However, considering that the research ethics is still in the process of being formed, it is necessary to think more about how to deal with the duplication problem of research proposals.
