국문 초록

북핵실험은 한반도는 물론 동북아 안보질서를 교란시키며 역내 안정과 평화를 크게 위협하고 있다. 무엇보다도 북한의 핵보유가 기정사실화되고, 북한이 ‘불량국가’(rogue state)나 테러조직에 핵무기나 핵물질을 확산시키게 되면, 미국 본토에 커다란 위협이 될 수밖에 없다는 점에서 북·미 관계가 크게 악화되고 그 부담이 한반도에 고스란히 전가될 위험이 있다. 바로 이 점에서 북핵실험 이후 북한과 미국의 줄다리기를 살펴보면서 그에 대한 면밀한 분석을 할 필요가 있으며, 그 실효적 대응책을 강구해야 할 것이다. 본고에서는 대미 차원에서 북한이 핵실험을 하게 된 요인을 먼저 분석해 본 다음, 북핵실험 이후 미국의 대응상황이 어떠하며, 이러한 상황에서 한국의 대북 및 대미 차원의 대응책은 어떠해야 하는 것인지에 대해 고찰하고 있다.

영문 초록

The North Korea's nuclear test disturbs the security order not only in the Korean Peninsula but also in the Northeast Asia and threats stability and peace in the entire region. Above all things, if North Korea's nuclear possession is taken as a fait accompli and North Korea attempts to proliferate nuclear arms or materials into the so-called 'rogue states,' it would be a great threat to the American mainland and result in a significant deterioration of the North Korea -US relationship, the burdens of which could be passed in full to the Korean Peninsula. This point suggests that we should look over and analyze closely the tug of war between the US and North Korea over the nuclear issue and should study our effective countermeasures. After analyzing the factors that made North Korea carry out the nuclear test - especially focused on the relationship between the US and North Korea -, this paper scrutinizes the countermove of the US since the nuclear test and studies out effective countermeasures of South Korea toward North Korea and toward the US in this situation.
