국문 초록

북한의 핵실험의 발표는 남북한 관계는 물론 동북아 정세변화에 있어서 최대의 변수로 작용하게 되었다. 이런 핵실험의 강행은 북한이 핵보유국가로서 인정받음과 동시에 현실적 문제를 해결하기 위한 극단적인 조처를 감행한 것으로 대미협상적 성격을 깔고 있다고 볼 수 있다. 북한 핵실험이 지니는 의미는 여러 가지가 있으나 첫째, 북한 핵실험은 체제생존확보를 위한 수단으로 내부적 결속력을 더욱 공고히 함으로써 체제유지를 해나가기 위함이다. 둘째, 북핵은 평화와 냉전 구도 사이의 귀착점에 있다. 이것은 북핵문제가 평화의 구도로 가느냐 아니면 냉전의 구도로 가느냐 하는 기로에 서 있다는 것을 의미하며, 우리 민족의 대치상황에 있는 지금, 향후 어떤 구도로 접근해 가야 할지를 현명하게 알고 국가적 차원에서의 지혜와 결단이 요구된다. 핵은 보유하고 있다는 것만으로도 주변국에 피해를 줄 수 있는 엄청난 위력을 가진 것이므로 특히, 한반도에서의 핵은 어떠한 경우라도 폐기되어지고 해결되어야 할 중차대한 과제인 것이다. 그러므로 국제문제로 부각된 한반도에서의 북한 핵문제는 제거대상이자 억제대상으로서 반드시 폐기되어져야 할 것이며, 주변국가와 공조해서 해결해야 할 절대절명의 과제인 것이다.

영문 초록

The announcement of a North Korean nuclear test has become to have the most powerful effect not only on the relationship between South and North Korea, but also on the political situation in Northeast Asia. This nuclear testing, taking on the character of intention to negotiate with the United States, was carried out as extreme measures in order to be acknowledged as a nuclear nation and solve realistic problems. Nuclear testing of North Korea has several significances; first, it is a means to guarantee the existence of the system and strengthen the inner unity so that it can maintain the system. Second, its ultimate conclusions is placed between peace and the Cold War. In other words, it means the dividing way we will step toward peace or the Cold War, and it demands that we know which way we should choose at the national level with intelligence and determination, especially in the present situation South and North Korea confront each other. Nuclear weapons have enormous power which might cause damage to the neighboring countries, only because of possessing them. Consequently, nuclear weapons on the Korean Peninsula should be abolished at any rate. Therefore, North Korean nuclear weapons on the Korean Peninsula, which have been raised as a serious international issue, must be abolished as a target for elimination and restraint, and resolved by collaboratoring with the neighboring countries.
