북한 핵실험과 일본의 대응전략

국문 초록

2006년 10월 9일 북한은 핵실험을 강행함으로써 동북아 국제질서에 그야말로 핵폭풍을 일으키기에 이르렀고, 유엔 안전보장이사회는 10월 14일 대북 제재결의안을 만장일치로 통과시키기에 이르렀다. 북한 정권이 꾸준히 핵개발을 진행하고, 핵실험을 강행한 것은 체제의 안전을 미국으로부터 보장받음으로써 외부로부터의 체제전환 위협과 내부로부터의 붕괴 요인을 동시에 극복하려한 것으로 분석할 수 있다. 북한의 핵실험은 일본으로 하여금 자신의 사활적 국가이익으로서의 국가안보에 비상벨이 울린 것으로 심각히 인식하게 만들었다. 특히 일본으로서는 비핵국가로서 북한의 핵무기에 전면적으로 노출됨으로써 더더욱 심각한 안보위기에 직면하게 되었다. 북한 핵실험 직후 일본의 대북정책은 다음과 같이 즉각적인 반응으로 나타났다. 첫째, 독자적 제재조치의 조기발동, 둘째, 국제사회와의 연대 강화와 유엔 안전보장이사회의 대북결의안 주도, 셋째, 미일협력의 공고화, 넷째, 국내 비상대응체제의 확충 등으로 나타났다. 핵실험이 강행되자 일본은 최우선적으로 그 어느 국가보다도 발 빠른 독자적 추가 제재조치를 발동했다. 북한 핵실험은 ‘평화국가’체제에서 ‘보통국가’체제로의 전환을 위한 일본 보수우익 정치세력의 헌법개정 움직임에 정당성을 부여하고, 이러한 맥락과 함께 군사력 강화의 계기가 될 것이 확실하다. 이에 따라 앞으로 중국과의 군비경쟁은 급격히 가속화 될 수밖에 없고, 그 결과 위기의 한반도 정세에 더하여 동북아 국제질서는 매우 불안정한 위기 상황이 전개될 가능성이 높다. 따라서 북한의 핵개발과 핵실험 강행 및 계속적인 핵무장화는 궁극적으로 동북아 국제질서를 위기의 소용돌이로 몰아가는 대단히 위험한 국제정치적 실험이라 할 수 있다.

영문 초록

North Korean enforcement of nuclear Test on October 9, 2006 brought about a nuclear storm in the international order in Northeast Asia. Consequently, on October 14 the United Nations Security Council unanimously approved the resolution of the sanctions against North Korea. North Korean has developed nuclear weapons in succession and finally enforced nuclear test. Such behaviour can be analyzed as a trial to avoid threats from outside to try to overthrow the North Korean socialist system and to overcome the internal crisis of the system to be able to be collapsed probably. Japan as a denuclearized nation has been exposed as a whole to North Korean Nuclear Weapons. North Korean Nuclear Test made a lot of Japanese recognize seriously that national security as a vital national interest is in emergency. This situation has made Japan to stand on much more serious security issues. Japan immediately reacted against North Korean Nuclear Test as follows: First, early action of independent sanctions against North Korea. Second, strengthening of international solidarity against North Korean behaviour and taking the initiative for the resolution of sanctions against North Korean nuclear test in UN Security Counsil. Third, solidification of US-Japan cooperation against North Korea. Fourth, amplification of national emergency response system in Japan. In this way, Japan operated most rapidly independent additional sanctions against North Korea enforcing nuclear test. It is clear that North Korean Nuclear Test gives the legitimacy on the drive of amendment of the constitution by Japanese conservatives and makes an opportunity of military enforcement. Hence, this international circumstances in Northeast area cannot help rapidly accelerating the armament competition with China. Therefore, the International Order in Northeast with the Korean peninsula situation in crisis will be very dangerous due to North Korean nuclear weapons.
