국문 초록

지금까지 독일 내에서는 이민에 대한 논쟁은 금지되어 왔었다. 이는 독일 내에서 문제시 되고 있는 외국인 거주자, 특히 모슬렘권 이민자들로 인해 사회적 제정적 문제가 심화 되고 있는 상황에서 독일인들에게는 큰 부담을 갖게 하는 문제일 수밖에 없었다. 그러나 최근에는 사회적 문화적 경제적 관점에서 외국인 이민에 대한 논쟁이 공공연하게 일어나게 되었다. 이런 현상은 독일에 인접한 국가, 네덜란드, 프랑스, 스위스, 오스트리아 등에서 모슬렘으로 인해 빈번하게 발생한 사건들과, 심지어는 독일 내에서 조차도 충격적인 사건들로 인해 심각한 사회문제를 대두시키고 있기 때문이다. 따라서 유럽 내에서는 각국들이 점차적으로 모슬렘으로 인한 외국 이민에 대해 부정적인 반응을 나타내기 시작하여 심지어는 이들 논쟁의 중심에 섰던 법관 하이지히(Heisig)여사와 연방국 은행 이사 사라진(Sarrazin)에 대해서도 점차적으로 공감의 반응을 보이고 있다. 이러한 현상은 통독 후 독일인의 심리적인 반응에서도 존재하고 잇다. 예를 들어 통독 전 동독인들이 통독이 된 후 서독 정부로부터 많은 지원을 받았으나 외국인 이민자들이 급증하면서 이전의 정부 지원이 점점 줄어들고 있는 것이 외국 이민자들 때문이라고 생각했기 때문에 통독 전의 동독인들은 더욱더 외국인에 대한 거부감을 나타내고 있다. 이런 문제들은 통독 후 오늘의 독일의 문제를 점점 더 복잡하게 만들고 있다. 이와 같이 복잡한 이해관계 속에서 독일이민법은 통독 후 오늘의 독일의 문제를 더욱 골치 아프게 풀기 어려운 문제로 나타난 바, 지금까지 정치적 이념적 경직으로 인해 터부시 되었던 외국 이민법에 대한 논쟁은 그 열기를 더해 가고 있다.

영문 초록

The discourse about migration in reunified Germany is changing. Up to now, the discussion about the growing integration problems especially with the migrant Muslim population had been severly limited by the speech codes of political correctness. Those speech codes had been developed in the democratic West of the country. After the reunification, they were also imposed on the East, which had much less benevolent traditions dealing with foreigners. Now, internal as well as external factors are changing the 'Zeitgeist' in Germany. Many neighbours of Germany have similar problems with their migrants. Uninhibited by the experience of a Nazi-dictatorship on their soil, they have been much less squeamish in dealing with those issues. The perception of the open discussion and ensuing government actions in the Netherlands, France, Switzerland, and Austria is affecting the pertinent discourse in Germany. Two recent publications elaborating the inability and aversion of the Muslim community to adopt to their host society have caused an unprecedented uproar in the German media. They have also helped to open up a discussion that maps out demands not only for the host society but also for the immigrants. East Germans, based on their experiences in the communist dictatorship, hold much more skeptical views of immigration than their Western compatriots. An open and open-ended discussion about migration offers the chance to break down some parts of the remaining notorious mental wall that still splits the German nation.
