국문 초록

오바마 행정부의 등장은 새로운 대북정책의 가능성을 예고하고 있었다. 부시 행정부와는 달리 오바마 행정부는 북한과의 ‘직접적인 대화’의 가능성을 언급하고 있었다. 이런 상황 속에서 북한은 ‘기선잡기’의 일환으로 장거리 미사일 발사와 제2차 핵실험을 강행하였다. 북한의 이러한 시도는 핵무기 보유국의 지위와 미국과의 양자협상에서 더 많은 양보를 얻어내기 위한 것으로 보인다. 그러나 오바마 행정부는 그 동안 북한 핵문제와 관련 두 번의 실패를 교훈삼아, 지켜지지 않을 직접협상보다는 제재를 통한 압박을 하며, 북한이 협상을 준수할 수 있는 여건이 형성될 때 대화를 하겠다는 ‘전략적 인내(strategic patience)’를 대북정책으로 설정하였다. 전략적 인내의 대북정책은 북한 행동변화를 통해 6자회담에 복귀시키며 비가역적인 핵폐기를 이행하도록 만드는 것이다. 한편 한·미관계는 오바마 행정부의 미국적 리더십 회복을 위한 방법으로 다자주의와 동맹국 중시정책을 추진함으로써 급속한 개선이 이루어지고 있다. 예컨대 최근 포괄적 전략동맹으로 ‘한·미동맹을 위한 공동비전’을 발표하고 전시작전통제권을 2015년 12월 1일로 연기하기로 합의한 것은 한·미관계가 개선되고 있음을 보여주는 단면이다. 한·미관계의 개선은 대북정책에 있어서도 인식을 같이하고 있다. 오바마 행정부는 북한 핵문제 해결의 방향에 있어서도 과거와 같은 단계적 접근보다 포괄적 접근이 해결책이 될 것으로 판단하고 있다. 이는 이명박 정부의 그랜드 바겐(grand bargain) 정책과 일맥상통하고 있다. 그러나 한·미동맹의 강화는 동맹의 속성인 연루와 방기의 위험성을 함께 지니고 있다. 따라서 한·미관계의 강화에 따라 국가이익을 둘러싼 갈등과 협력이 지속적으로 상호간에는 반복될 수 있다. 미래지향적인 한·미관계를 위해서는 상호 갈등과 협력을 해결하기 위한 원칙과 기준을 명확히 설정하고, 이를 통해 상호간에는 궁극적인 윈-윈(win-win) 상황이 될 수 있도록 노력해야 할 것이다.

영문 초록

The advent of the Obama administration signaled the possibility of a new North Korean policy. Unlike the Bush administration, it mentioned that it would be possible to have 'direct talk' with North Korea. In this circumstances, North Korea enforced a launch of long-range missile and the second nuclear test as a way to 'take the lead'. This attempt of North Korea seems to have been made to earn the status of a nuclear power and more concession from the United States. The Obama administration took two past failures concerning North Korean nuke issues into consideration and set ‘strategic patience’ as a North Korean policy. That is, it would not hold a direct talk with North Korea that could not be carried out, but it would press North Korea by sanctions and have a conversation with it when conditions that North Korea could keep the negotiation are mature. The strategic patience policy to North Korea was intended to return North Korea to the Six-party talk on condition of its change of actions and make it carry out irreversible nuclear dismantlement. On the other hand, the Korea-US relationship is rapidly getting better as the Obama administration pursues multilateralism and ally first policy as a way to restore the American leadership. For instance, the recent announcement of 'the Joint Vision for the Alliance of South Korea and the US' as a comprehensive strategic alliance and the agreement to defer the transfer of Wartime Operational Control to December 1, 2015 show the improvement of the Korea-US relationship. This improvement makes two allies have the same view on the North Korean policy. The Obama administration judges that the comprehensive approach, not the gradual approach of the past, is the way to solve the nuclear issue. This is in agreement with the grand bargain policy of Lee Myeong-bak government. The reinforcement of the Korea-US alliance, however, has the dangerous attributes of allies such as entrapment and abandonment as well. Therefore, conflict and cooperation concerning the national profits can be repeated continuously depending on the reinforcement of the Korea-US alliance. For the future-oriented relationship between the Republic of Korea and the United States of America, principles and norms to solve mutual conflict and promote cooperation should be clearly established and through these, the two parties should try to establish a win-win situation.
