국문 초록

본 연구는 금년 9월에 열렸던 북한 노동당 당대표자회의 결정사항의 내용과 그 의미를 기초로 하여 북한정세와 이후의 남북한관계를 전망하는 것을 연구목적으로 하고 있다. 김정일 정권은 제3차 당대표자회에서 전세계적인 협력과 화해의 조류를 거부한 채 자신의 3남인 김정은에로의 세습을 대내외에 선포하였다. 오늘날 한반도와 동북아의 긴장의 중심에 소위 ‘북한문제’가 자리 잡고 있다. 북한문제의 해결 없이는 결코 한반도는 물론이고 동북아의 안정과 평화는 불가능하다. 필자는 북한문제의 해결을 위한 기본적 인식을 크게 세 가지로 제시하였는데, 첫째는 인류의 보편적 가치에 대한 신념이고 둘째는 북한의 있는 그대로의 현실을 직시하자는 것이고 셋째는 적극적 평화관에 의한 확고한 가치설정을 들 수 있다. 이러한 기본적 대북인식을 기초로 하여 본 논문에서 북한정세를 진단·분석하였고 나아가 남북한관계를 예상하였다. 필자는 향후 남북한관계는 다음과 같은 수순을 밟을 것으로 예상하였다. 첫째, 북한은 후계구도의 구축을 위해 대남긴장감을 조성할 것이고 둘째, 남북한 간에 치열한 사상전이 전개될 것이고 셋째, 북한은 교묘한 강온배합전략을 구사할 것이고 마지막으로 북한은 중국변수에 의해 지각변동의 상황을 맞이할 가능성이 있다고 하겠다.

영문 초록

This study is aimed to analyse the prospect of the South-North Korea's relation and the situation of North Korea after the meeting of the Workers' Party's representatives. North Korean leader Kim Jong-il appointed the youngest son, Jong Un as the eventual successor of North Korea. This measure at a convention of party representatives is appraised as the anti-national, anachronistic action. 'North Korea's problem is placed in the core of the Korean peninsular's and Northeast Asia's tension. Without the solution of so-called 'North Korea's problem', the peace of the Korean Peninsula and Northeast Asia is impossible. I had suggested the three directions on the knowledge of the solution of 'North Korea's problem'. First, it is the truth about the universal values of mankind. Secondly, it is the facing up to reality of Nort Korea. Thirdly, it is the concrete value-settinf of the doctrine of the positive peace. With above-mentioned viewpoints, I threats the prospect of the South-North Korea's relation and the situation of North Korea after the meeting of the Workers' Party's representatives at this thesis. I espects the relation of South-North Korea as follows; First, North Korea will promote the action of tension for the achievement of succession composition. Furthermore, the South-North Korea will develop intensely the war of thoughts.
