국문 초록

어느 국가나 외교는 자국의 국익과 목표를 달성하기 위한 핵심가치를 지키고 수행하여 전략적으로 운영하는 것이다. 탈냉전기에 형성되고 있는 국제 정치·경제 체제 역시 과거와는 확연히 다른 국제행위의 패러다임을 요구하고 있다. 이러한 변화 속에 오늘날까지 이어지는 국제외교사의 한국 또한 가장 중요시 여기는 것은 주변국가들과의 관계중시 대외정책이다. 이는 한반도의 안보와 통일 그리고 경제분야에까지 가장 큰 영향이 미칠 수 있기 때문이다. 특히 러시아와의 관계는 다른 어떤 국가 못지않은 중요한 위치를 차지하고 있다. 하지만 양국이 수교한지 어언 20여년이 지났으면서도 아직까지 크게 변화된 것이 없다는 것이다. 구체적으로 한국의 대러정책에 문제가 있다면, 그것은 따로 떨어져 개별적으로 발생한 것이 아니다. 그것은 한국의 대외정책 전반 문제를 반영하는 것이며, 근본적으로 한국의 국제관계에 가장 주된 행위자인 국가기구의 효율성과 능력의 문제로 귀결될 수밖에 없다. 향후 한국과 러시아 사이의 관계는 정치적으로 공존과 협력으로 한반도의 평화 건설에 대한 일반적인 인식에 기초해야 한다. 또한 정치, 경제, 문화 등과 한러 관계에서 늦추어졌던 관계를 개선하는 등 여러 부분에서 서로를 받아들일 외교 정책을 관리 할 필요가 있기에 역대 정권의 대러 관계를 돌이켜보고자 함이다. 이는 세계열강들과의 전략적 제휴를 통해 상호협력 경로를 유지하여 경제발전과 복원을 성취한다는 의미이기도 하다.

영문 초록

For any States, diplomacy means strategic operation of their core values to achieve their national interest and goals by preserving and conducting them. The international political economic system of the post-cold war era calls for a completely different paradigm of international affairs from that of the past. In the midst of such changes in the history of international diplomacy, relations with neighboring countries are of the greatest significance to Korea. The reason behind this is that the relations can have the greatest spillover effects on the national security, unification, and economy of the Korean peninsula. In particular, the position of Russia on diplomatic chessboard of Korea is no less significant than that of any other countries. Although it has been more than twenty years since the establishment of diplomatic ties between the two, any noticeable progress has been made so far. Some people might think that Korea has problematic foreign policies against Russia. However, the policies have not just come up in a vacuum. It is a reflection of prevailing overall problems in foreign policy of Korea. Fundamentally, it is an indication of poor efficiency and capabilities of national organization, a major player of international relations of Korea. Through political coexistence and cooperation, Korea and Russia should base their relations on the general understanding of how to construct peace on the Korean peninsula. In addition, they should manage foreign policies in order to accept each other in various aspects such as politics, economy, culture, and to improve their retarded bilateral relations. This suggests that they should maintain cooperation through strategic alliances with the world powers to achieve economic development and recovery.
