국문 초록

중국은 권력과 지정학적인 중요성(地緣戰略)을 중시하며 한반도에 대한 역할과 국익도 이에 대한 인식에서 출발한다. 한·중수교 20년, 양국은 괄목할만한 발전과 함께 반목과 갈등도 적지 않았다. 이제는 내실있는 협력의 새로운 패러다임이 필요하다. 향후 선언적 의미가 컸던 전략적 협력동반자 관계를 양국의 새 지도자들이 얼마나 신뢰를 갖고 구체화 할 수 있느냐가 양국관계 발전의 관건이 될 것이다. 또한 북한(핵)문제, 탈북자문제, 역사 및 영유권 및 한·미동맹에 대한 시각차이의 조율을 위해 양국 간에는 한 차원 업그레이드한 전략 대화가 필요하다. 중국은 ㉠한반도 통일과정에서 중국의 안보이익을 한국이 얼마나 존중해 줄 것인지의 여부 ㉡장래의 북핵 제거 방안, ㉢주한미군 철수, ㉣통일 후 한·미동맹 강화 등에 의구심이 강하다. 새 정부는 중국에게 한·미동맹의 불가피함과 함께 통일 후 동북아 안보비전을 제시하고 국익에 의해 처리한다는 강한 의지 표명이 필요하다. 그리고 한반도에 대한 중국의 우려를 불식시키고 한반도 통일에서 중국이 얻을 수 있는 이익에 대한 확신을 심어줘야 한다. 통일 한국에서 중국의 기득권이 보장되어 중국의 국가발전에 유익함을 설득해 가야 한다. 아울러 중국과의 관계에서는 인맥관계의 관리와 체면 그리고 문화코드가 외교관계에서 중요하게 작용하는 바 우리 외교라인에 중국의 만리장성과 문자 그리고 체면을 해득할 수 있는 중국전문가들을 발굴, 대중외교라인에 활용해야 한다.

영문 초록
