국문 초록

일본이 추진 중인 군사적 보통국가화와 보수적 대외 정책은 일본을 둘러싼 안보 환경의 변화에 기인한다. 특히, 미국의 힘의 쇠퇴와 G2로 급부상한 중국의 군사대국화와 패권 추구가 원인이다. 일본의 보수 강경 세력은 이런 변화를 활용해서 군사적 보통국가화를 의미하는 ‘강한 일본’을 향한 ‘착실한 일보 전진’과 ‘보수 여론의 확산과 유지’를 내실 있게 추진하고 있다. 동북아 군비 경쟁의 지속적 가열화를 전제한다면, 이것이 초래할 일본의 재무장과 패권 추구가 한국이 처한 중대 현실이다. 한반도와 동북아가 중일 간 군비 경쟁과 패권 추구의 각축장이 되는 것을 피하는 효과적 방법은 ‘동북아다자안보체제’의 구축이다. 한일 평화우호 세력 간의 비정부간 네트워크의 활성화, 한일 의원 외교의 강화, 한일 차관급 실무 인사 간의 교류 등도 추진해야 한다. 현안 쟁점으로 독도 문제의 경우 감정 대응을 자제하고 민간 차원에서는 독도 영유권에 관한 연구, 정부 차원에서는 국제법적 분쟁 해결 절차에 대한 대비가 필요하다. 종군위안부와 역사교과서 왜곡 문제는 국제 사회와 UN 등을 통한 호소 전략이 효과적이다. 현안들에 대한 남북한 공동 대응도 모색할 필요가 있다.

영문 초록

Japan's on-going pursuit of 'normalizing the state' and conservatizing its external policy especially toward Northeast Asia is rooted in the declining of US power and the upsurge of China as the next hegemonic power in the region. Japan utilizes these changes to pursue 'strong Japan' through 'steady step-by-step efforts' and the 'expansion and maintenance of domestic conservative opinions.' Considering its adverse effect of increasing the military competition in Northeast Asia, Japanese rearmament and its pursuit of the hegemony must be a key concern for the new South Korean government. One of the most effective ways to prevent the military competition between China and Japan from escalating is to establish a 'multilateral security system' in Northeast Asia. In addition, to enhance the Korea-Japan relations, it is necessary to establish multi-channel networks: those among NGOs whose purpose is to promote regional peace and stability, among House members, and among high-level governmental officials. In terms of approach, the Dokdo issue should be handled more prudently so as to not exaggerate the conflicts between Korea and Japan, whereas the issues of wartime sex slavery and Japanese history textbook should be handled more publicly against Japan in every useful scene of the world society. It is also possible to consider building a common stance between South and North Korea against Japan on these issues.
