국문 초록

본 논문은 북핵 문제를 해결하기 위해 추진한 미행정부의 대북정책과 북미관계의 변화를 다루고 있다. 최근 북한은 제3차 핵실험을 통해 핵무기 보유를 기정사실로 하려 한다. 북한 핵문제가 불거진 1993년 이후, 미국을 위시한 주변 국가들은 협상과 제재를 통해 핵문제를 해결하려 노력하였다. 그러나 그 동안 북핵 문제에 있어 진척된 것은 세 차례의 핵실험과 미사일 발사 등 북한 핵능력이 더욱 증강되었다는 사실이다. 20여 년 동안의 북핵 문제 해결을 위한 다양한 노력들이 아무런 실효성이 없었다는 것을 보여 준다. 그러면 북한의 진정한 핵무기 개발 의도는 무엇인가. 북한은 체제생존의 열쇠를 핵무기에서 찾고 있는 것이다. 탈냉전 이후 북한은 대내외적인 위기상황에 직면하였다. 내부적 경제위기와 대외적 ‘피포위 상황’은 북한 체제를 위협하고 있었다. 북한의 핵무기 개발은 체제생존과 결부되어 있다. 북한의 체제유지는 미국의 세계전략 - 자유와 민주주의 확산 - 과 연계되어, 미국과의 관계개선이 중요한 관건이다. 그러나 북한의 체제유지는 핵무기 개발과 미국과의 관계개선이라는 양립할 수 없는 조건에서 시작하고 있다. 따라서 북한 핵개발과 관련 가장 이상적인 해결책은 핵포기를 전제로 한 북미관계 정상화일 것이다. 이를 위해서는 북미 간 신뢰회복을 위한 노력들이 선행되어야 하며, 더 나아가 지역 관련국 상호간의 신뢰회복이 되어야 할 것이다. 결과적으로 북핵문제의 해결은 이해 당사국들 간의 상호 신뢰회복이 가장 관건이라 할 수 있다. 이러한 신뢰회복의 전제조건은 어떠한 상황에서도 협상을 하겠다는 의지와 일관된 목표(핵폐기)에 대한 공감대가 필요하다. 이를 위해 미국은 북한의 행동변화를 유도하기 위한 일정한 레드라인을 표명하고, 이에 따른 적절한 보상과 제재를 주어질 것이라는 기대를 갖게 해야 한다. 또한 북한은 핵을 포기해야 체제생존의 가능성이 높아진다는 것을 인식해야 한다.

영문 초록

This paper examines the changes in the relationship between North Korea and the USA as well as the American administration's North Korean policy to solve the nuclear issue. Recently, North Korea has tried to establish its status as a nuclear power through a third nuclear test. After 1993 when the North Korean nuclear issue emerged, neighboring countries including the United States endeavored to solve the problem with negotiations and sanctions. However, the only development in the North Korean nuclear issue is the fact that the regime has built up its nuclear capacity with three nuclear experiments and missile launches. That means that diverse efforts of over 20 years to resolve the North Korean nuclear issue have been ineffective. Then, what is the real intention of North Korea to develop nuclear weapons? North Korea is making efforts to find out a key to maintain its regime. After the cold war, North Korea faced critical situations both at home and abroad. A domestic crisis in economy and an external 'siege situation' threatened its regime. The nuclear development of North Korea is involved in its survival as a state. As Pyeongyang's efforts to keep up its regime collide with the global strategy of the USA to proliferate freedom and democracy, a better relationship with the United States is a pivotal factor for North Korea. That is, North Korean regime maintenance is entangled with its nuclear weapon development and a better relationship with the US. The most ideal answer to the North Korean nuclear development is a diplomatic normalization of North Korea and the USA on the basis of Pyeongyang's abandonment of nuclear weapons. For this purpose, a restoration of trust between North Korean and the United States should be established first and then, regional states concerned should trust each other.
