국문 초록

해방 직후 북한 정부는 ‘사회주의 상업’체계의 토대를 마련했지만 한국전쟁으로 국가상업망이 파괴되어 정상적인 운영이 불가능했다. 국가상업망의 공백은 개인상인이 반등 할 수 있는 기회로 작용하였다. 한국전쟁으로 북한 지역에서 대규모 인구이동이 있었고 많은 상인들이 월남했지만, 생계를 위한 새로운 상인들이 출현하면서 전시 개인상인의 비율은 전쟁 이전 수준을 유지하였다. 새로운 상인들은 국가상업망이 미치지 못하는 농촌과 산간벽촌을 순회하며 상행위를 하면서 생계를 유지하였다. 개인상인들은 국영상점과 소비조합의 부패를 활용하여 상품을 확보하고 농촌과 산간벽촌에서 현물과 교환해 이를 다시 도시에 판매하면서 도농교류의 주요 매개체가 되었다. 정부는 장기화된 전쟁을 지원하고 인민생활안정을 위하여 개인상인들을 전쟁기간 동안 암묵적으로 용인하고 적극적으로 활용하였다. 이 논문은 국가상업체계와 민간상업의 대립구도에서 벗어나 북한 정부의 유연한 상업정책을 확인했다. 또한 그동안 북한 사회에서 저평가 되었던 개인상인의 역할을 적극적으로 평가하였다.

영문 초록

Immediately after the liberation, the North Korean government lay the foundation for a “Socialist Commerce” system. However, it was impossible to operate because the National Commercial Network had been destroyed during the Korean War. The sluggishness of the National Commercial Network offered an opportunity for private merchants to rebound. Due to the Korean War, there had been a large-scale population movement in North Korea and many private merchants had fled to South Korea. However, as new private merchants emerged to make a living, the proportion of wartime private merchants remained at the pre-war level. The new merchants earned a living by touring rural areas and mountainous remote villages that the National Commercial Network did not reach, conducting commercial activities there. Private merchants took advantage of the corruption of state stores and consumer associations to secure products, exchange them for goods in rural areas and remote mountain villages, and sell them back to cities, thus becoming a major medium of urban-rural exchange. During the war, the government tacitly tolerated and actively utilized private merchants to support the protracted war and stabilize the people's livelihood. This paper confirms the North Korean government's flexible commercial policy to avoid confrontation between the state commercial system and the private commercial system. In addition, it actively evaluates the role of private merchants, which has been underestimated in North Korean society.
