대한제국기 농정관료 서병숙의 관직활동과 농업근대화 구상

국문 초록

본 연구는 대한제국기에 잠업과장과 농무국장을 지내며 양잠진흥정책과 농업근대화에 노력했던 서병숙의 관직활동을 검토한 글이다. 1884년 우정총국에서 관직활동을 시작한 서병숙은 개화파와 교류하면서 일찍부터 농업근대화에 관심을 가졌던 것으로 보인다. 1899년에는 서구의 농학을 가르칠 농학교 설립을 정부에 정식 청원하기도 했지만, 그의 건의는 채택되지 않았다. 이후 그는 김가진이 추진한 인공양잠회사에 참여하여 이 회사의 간사와 인공양잠전습소의 소감으로 활약하였고, 인공양잠전습소가 농상공부 산하의 잠업과와 잠업과시험장으로 전환된 일을 계기로 농상공부 잠업과장이 되어 정부의 양잠진흥정책을 주도하여 큰 성과를 거두었다. 러일전쟁 이후 일제의 내정간섭 아래 농상공부는 조직개편의 소용돌이에 휘말렸지만, 서병숙은 농광국장(농무국장)에 발탁되어 승진 코스에 들어섰다. 그 배경에는 일제의 농업정책에 순응하고 적극 협조했던 그의 태도가 크게 작용하였다. 이는 신식교육과 식산흥업을 통한 경제적 실력양성을 중시했던 일부 ‘문명개화론자’들이 일제의 보호정치를 대한제국의 근대화에 좋은 기회가 되리라고 여겨 적극 협조했던 일과도 맥을 같이 하였다. 이 시기에 서병숙은 농업근대화를 위해 원예모범장, 농림학교, 대한농회의 설립과 조기 정착에 많은 노력을 기울였다. 그러나 원예모범장이나 농림학교는 일본식 농업체제를 이식하는 역할에 치중하였고, 대한농회는 일본인 중심의 농업단체가 별도로 설립되자 소멸되고 말았다. 농업근대화를 향한 서병숙의 노력은 대한제국의 농업발전보다는 오히려 일제의 식민지농업체제 구축에 더 큰 도움을 주고 있었다고 해도 과언이 아니었다.

영문 초록

This article examines the bureaucratic activity of Seo Byeong Suk, the head of the sericulture department and the director of agriculture affairs, who pursued sericulture promotion policies and agricultural modernization efforts during the Daehan Empire period. Seo began his bureaucratic career as an official at the Post Office in 1884 and he was interested in agricultural modernization. In 1899, Seo participated in the Artificial Sericulture Company promoted by Gim Ga Jin, where Seo served as the secretary of this company and the vice-director of the Artificial Sericulture Training School (ASTS). As ASTS was transformed into the sericulture department and the sericultural laboratory under the Ministry of Agriculture, Commerce, and Industry, Seo led the establishment of the sericultural promotion policies as the head of the sericulture department, which had significant results. After the Russo-Japanese War, Seo was selected to become the director of agriculture affairs as his career path continued to rise. Seo worked hard to establish and operate the Horticultural Experimental Station (HES), the Agricultural and Forestry School (AFS) and the Daehan Agricultural Association (DAA) during the Residency-General Period to advance agricultural modernization. However, the HES and AFS focused on transplanting a Japanese-style agricultural system into the Daehan Empire, and the DAA collapsed after the Japanese established their own agricultural association. Although Seo was working for agricultural modernization to develop Korean agriculture, his efforts ultimately contributed to the establishment of the colonial agricultural system under the Japanese.
