국문 초록

연구목적: 이 연구의 목적은 특수학교 내 자유학기제 운영과 진로전담교사 배치에 따른 진로 및 취업률 제고에 대한 교육 운영의 효율성을 분석하고, 효율성에 영향을 미치는 요인을 알아보는데 있다. 연구방법: 연구의 목적을 위해서 비모수적 통계방법인 자료포락분석(DEA)과 Super-SBM 분석, Tobit 회귀분석을 실시하였다. 연구결과: 연구의 결과는 다음과 같다. 첫째, CCR 모형과 BCC 모형 분석결과, 17개 지역의 효율성간에 차이가 존재하였다. 규모의 수익 분석 결과에 따르면 규모수익체감(DRS)은 12개, 규모수익체증(IRS)은 1개, 규모수익불변(CRS)은 4개로 제시되었다. 또한 Super-SBM 분석결과 가장 효율성이 높은 DMU는 세종, 경북, 제주 순으로 나타났다. 둘째, 특수학교 소재지에 따른 효율성 차이를 검증한 결과 시와 도간, 수도권과 비수도권 간의 진로교육 운영 효율성 간에 유의한 차이가 없는 것으로 나타났다. 셋째, Tobit 회귀분석 결과 진로교사 1인당 학생수가 많아질수록, 그리고 연구회 참여교사 수가 많아질수록 효율성에 부(-)의 영향력을 보였다. 결론: 이 연구의 결과를 토대로 향후 정부의 특수학교 진로 교육 정책에 대한 기초자료 및 지역별 특수학교 간 효율성 개선 제고 방안 마련을 위한 해결책을 제시하였다.

영문 초록

Purpose: The purpose of this study was to analyze the efficiency of educational operations according to the implementation of the free semester system and the placement of career teachers in special schools and to identify factors affecting that efficiency. Method: For the purpose of this study, non-parametric statistical methods such as data envelopment analysis (DEA), Super-Slack Based Measure (Super-SBM) and Tobit regression analysis were implemented. Results: First, as a result of the analyses of the CCR and the BCC model, there were differences in the efficiencies across the 17 regions. According to the results of the return to scale analysis, 12 regions for decreasing return on scale (DRS), one region for increasing return on scale (IRS) and four regions for constant return on scale (CRS) were shown. Also, as a result of Super-SBM analysis, the decision making unit (DMU) with the highest efficiency was found in Sejong, Gyeongbuk, and Jeju. Second, as a result of examining the difference in efficiency according to the location of special schools, there was no significant difference in the operational efficiency of career education between cities and provinces or between metropolitan and non-metropolitan areas. Third, as a result of the Tobit regression analysis, as the number of students per career teacher increased and the number of teachers participating in the research group increased, there was a negative effect on efficiency. Conclusion: Based on the results of this study, preliminary data for the government's policies on special school career education and strategies to improve the efficiency of special schools were presented.
