국문 초록

전 세계적으로 불평등과 양극화 심화 및 경제 위기 등에 따른 시장의 한계와 자본주의 한계에 대한 성찰, 새로운 대안의 모색을 위한 시도가 지속되고 있다. 특히 우리 사회 전반에 걸친 취약계층에 대한 고용과 새로운 가치 창출을 위한 사회적서비스를 수행할 수 있는 조직으로서 사회적기업이 출현하였다. 2007년 제정된 우리나라의 사회적기업육성법에 따른 후속 지원이 속속 진행되고 있는 지금. 사회적기업에 대한 긍정적, 부정적 영향의 양 날개 같은 두 측면을 포괄적으로 살펴보는 노력이 필요한 시점이다. 특히, 2000년대 들어 노동불안정성 심화, 사회서비스 수요 증가를 배경으로 사회적기업이 창업시장에서 크게 주목받기 시작하였다. 따라서, 정부의 적극적인 사회적기업 육성정책에 힘입어 크게 양적으로 성장하고 있다. 그러나 아직도 사회적기업을 중심으로 한 지원제도 등의 실태분석과 지원제도 개선 및 정부 지원 효과에 대한 국내외의 다양한 연구와 탐구는 아직도 미흡한 상태다. 따라서, 본 논문에서는 한국의 사회적금융지원제도에 초점을 두고 실태분석을 통한 지원제도의 개선에 관한 전략적 시사점을 도출하고자 한다.

영문 초록

Around the world, there is a continuation of the reflection on the limitations of the market and the limits of capitalism in the wake of deepening inequality and polarization, as well as the economic crisis, and attempts to explore new alternatives. In particular, social enterprises have emerged as organizations capable of carrying out social services for the employment and creation of new value for vulnerable groups throughout our society. Follow-up support under the Social Enterprise Promotion Act of our country, enacted in 2007, is underway. It is time for an effort to comprehensively look at both sides of the positive and negative impacts on social enterprise. In particular, in the 2000s, against the backdrop of deepening labor instability and increasing demand for social services, social enterprises began to gain a lot of attention in the start-up market. Therefore, thanks to the government's active policy of fostering social enterprises, it is growing significantly quantitatively. However, various research and exploration at home and abroad on the actual analysis of the support system centered on social enterprises, the improvement of the support system, and the effect of government support are still insufficient. Therefore, in this paper, we will focus on Korea's social and financial support system and draw strategic implications for improving the support system through the analysis of the actual situation.
