국문 초록

본 연구는 국가의 경제발전과 기술개발 성장동력확보 등에 있어서 중요한 역할을 하는 정부재정의 지출분석과 개선에 관한 것이다. 국가의 분야별 재정지출에서 5대 분야에 대해 4개의 세부 지출 목별로 점유율 평균을 비교하여 분야 간 유의차가 있는지 분석하였다. 분석 결과, 정부의 재정지출에서 성질별 분류기준인 4가지의 목별 예산의 점유율은 모두 분야별로 차이가 있는 것으로 나타났다. 분석을 토대로 다음의 정책적 함의를 도출하였다. 첫째, 분석 결과에서 나타난 동일 그룹 또는 다른 분야의 지출 점유율을 비교하여 지출구조를 점검하고 불합리한 부분을 개선하는 것이 필요하다. 다른 분야의 지출구조를 벤치마킹하여 예산 수립에 적용한다면 지출의 효율성 제고에 도움이 될 수 있다. 둘째, 정부재정에서 인건비는 특성상 감소하기가 어려운 부분이 있으며, 재정에 지속적 부담을 주는 요인이므로 미래의 국가재정을 위하여 최소화하는 정책이 필요하다. 셋째, 재정지출에서 지출의 점유율이나 규모의 증감에 대한 제한기준을 마련하여 적정 수준으로 유지할 수 있게 하면 재정의 변동성을 줄일 수 있으며 이는 재정지출에 대한 안정적인 관리방안이 될 수 있다. 넷째, 국가개발 사업 등에서 정치적 측면의 재정지출은 비합리적인 부분이 존재하므로 이에 대해 정확한 편익 분석과 명확한 경제적 논리를 적용하여 국가의 재정지출을 합리적으로 관리할 필요가 있다. 정치적 측면의 지출은 국가재정을 더 어렵게 하므로 이를 배제하고, ‘눈먼 돈’으로 인식된 재정의 의미를 바꾸어야 한다.

영문 초록

This study is about the analysis and improvement of government finance expenditure, which plays an important role in national economic and technology development and securing future growth engines. In the country's fiscal expenditure by sector, the average share of each of the four sub-specialties was compared for the five major sectors to analyze whether there was a significant difference between the sectors. As a result of the analysis, it was found that the share of budgets for each of the four categories, which are the classification criteria for each type of government fiscal expenditure, differed by sector. Based on the analysis, the following policy implications were derived. First, it is necessary to check the spending structure by comparing the share of spending in the same group or in different sectors shown in the analysis results and to improve the unreasonable parts. If you benchmark the spending structure of other fields and apply it to budgeting, it can help to improve the efficiency of spending. Second, labor costs in government finances are difficult to reduce due to their characteristics, and since they are a factor that puts a continuous burden on the finances, a policy to minimize them is necessary for the future national finances. Third, if a limiting standard for the increase or decrease of the share or size of expenditure in fiscal expenditure can be established and maintained at an appropriate level, fiscal volatility can be reduced, which can be a stable management plan for fiscal expenditure. Fourth, since there are irrational aspects of political expenditures in national development projects, it is necessary to rationally manage national fiscal expenditures by applying accurate benefit analysis and clear economic logic. Expenditure in the political aspect makes the national finances more difficult, so it is necessary to exclude them and change the meaning of the national finances recognized as 'Blind money'.
