가나 예비교사 교육 현황 분석과 교육개발협력에의 시사점 탐색

국문 초록

[연구목적] 본 연구는 가나의 양질의 교육을 위한 교사교육의 현황과 문제점을 분석하고 이를 통해 교육개발협력에 주는 시사점을 탐색하는데 목적이 있다. [연구방법] 가나 교육의 질적 수준 저하는 사하라 이남 아프리카 저소득 국가들의 공통적인 특징인 것을 고려하여 사하라 이남 아프리카 국가들의 교사교육 이슈 및 우리나라 교육 ODA 지원 현황에 대한 문헌연구를 실시하였다. [연구결과] 가나는 독립 이후 교육에 대한 투자와 개혁 노력을 지속적으로 기울여왔다. 그러나 여전히 교육의 질적 향상을 위한 도전 과제들을 가지고 있다. 교사 수요 급증에 따른 임시방편적인 교사양성 과정, 단기간의 예비교사 교육, 교사교육 표준 커리큘럼의 부재, 시험 중심의 교수법, 교사에 대한 낮은 사회적 인식 등에 대한 비판과 교사의 전문성과 우수한 예비교사 확보의 어려움에 대한 우려가 있었다. 이런 문제를 해결하기 위해 가나는 2018년 교육개혁을 통해 교육대학을 고등교육기관으로 격상시키고 교사 전문성 및 교과목 지식 강화, 교육 표준체계 수립, 교사평가제도 개선 등을 실시하였다. 그러나 이런 변화가 학교 현장에서 실현될 수 있도록 여전히 노력과 지원이 필요하다. [결론] 한국의 對 가나 ODA 지원은 규모나 지원체계 측면에서 개선될 필요가 있다. 과거 한국의 교사교육 발전은 가나와 유사한 경험을 갖고 있다. 따라서 현재 개별 프로젝트 중심으로 지원되는 교육 ODA의 지원 분야를 집중하고 다양한 지원 유형의 특징을 살려 시너지를 낸다면 한국 ODA 프로그램이 양질의 교육을 달성하기 위한 가나 교사교육에 의미 있는 기여를 할 수 있을 것이다.

영문 초록

Since the Sustainable Development Goals were launched, the debates regarding quality education have been active. This study focuses on the teacher education which has had a great impact on quality education and examines current status and issues on the education of pre-service teacher in Ghana. This study explores the features of teacher education in Ghana and analyzes the major issues with a document analysis. Ghana has made a great efforts to expand education provision and accordingly educational systems of Ghana has been acknowledged as one of the most distinctive systems in Africa. However, Ghana is still faced with the problem of securing quality education; for example, students perform poorly in international assessments with teacher quality being a concern. This study draws following three points as main problems in teacher education. First, there are various pathways that an individual can enter the teaching profession and this situation raises concerns about the professionalism of teaching. Second, there have been criticisms about the inadequate framework and curriculum for the prospective teachers to be equipped with the necessary knowledge and experience. Final issue has to do with the quality of the person recruited as a prospective teacher; being a teacher is seen as the second option for the students who apply for the universities. With Educational reform in 2018, Colleges of Education have been upgraded to four-year degree awarding institutions and no longer three-year diploma awarding Colleges. This reform has led to a number of positive changes, such as the introduction of specialism, the provision of opportunities for prospect teachers to deepen their content knowledge, and the establishment teaching standards. This study recommends that educational ODA for Ghana ensures the quality of teacher education. The idea that Korea’s educational ODA needs to concentrate on the area of teacher education is suggested.
