국문 초록

현장에서 형성된 전문 지식인 사회복지조사는 그 대상자의 정책을 마련하는 기초가 된다. 그래서 장애인예술정책도 장애예술인실태조사에서 출발한다. 장애인예술은 주체는 장애인이고 속성은 예술이기에 장애인복지와는 다른 전문 지식이 요구되기에 장애예술인실태조사가 공식적이든, 연구 수단이든 2005년부터 일곱 차례나 실시되었지만 현장을 바탕으로 한 전문 지식이 미흡하여 장애예술인의 욕구를 대변하고 그 해결점을 찾는 역할을 하지 못하고 있다. 2021년 장애예술인실태조사 결과를 요약하면, 예술활동 참여 횟수가 4회로 매우 적고, 장애예술인의 62.2%가 전업인 것은 직업이 없기 때문이며, 장애예술인의 고용형태는 1인 자영업, 임시직, 시간제가 90.3%로 매우 불안전 고용상태이다. 장애예술인의 문화예술활동 수입은 월 18만 원에 불과했고, 창작지원금 욕구가 70.5%로 압도적이다. 가장 최근에 실시한 2021년 장애예술인실태조사 결과가 장애예술인의 현실을 반영하지 못하여 장애예술인의 예술활동이 적지 않고, 직업을 가진 경우도 많은 것으로 오해할 수 있어서 실태조사 결과의 함의를 분석하여 장애예술인의 실질적인 실태를 올바르게 알리는데 목적이 있다. 장애예술인실태조사는 장애인예술정책을 마련하는 데 결정적인 역할을 하기에 장애예술인 실태조사를 통해 장애예술인들이 가장 원하는 것이 무엇인지 그 욕구를 탐색해보고자 한다.

영문 초록

A social welfare survey which is specialized knowledge formed in field becomes the basics for establishing the policies for recipients. Thus, the policies related to arts of the disabled also start from a survey on the actual status of disabled artists. The subject and attribute of arts of the disabled are the disabled and arts respectively, which requires specialized knowledge different from welfare for the disabled. Since 2005, there have been seven surveys on the actual status of disabled artists as an official survey and means of research. Due to the insufficient specialized knowledge based on field, however, they could neither represent the needs of disabled artists, nor find the solution. Summarizing the results of the survey on the actual status of disabled artists in 2021, the number of participation in artistic activities was very few(4 times); 62.2% of disabled artists were full-time artists because they had no job; and the employment status of disabled artists was very insecure as 90.3% of them were engaged in one-person self-employed, temporary position, and part-time job. The disabled artists’ income from culture/art activities was no more than 180,000won a month, so the needs for creation support fund were overwhelming(70.5%). The most recent 2021 survey on disabled artists does not reflect the reality of disabled artists, so it may be misunderstood that there are many artistic activities of disabled artists and there are many jobs, so the purpose is to analyze the implications of the survey. As the survey on the actual status of disabled artists plays a crucial role in establishing the policies for arts of the disabled, this study aims to explore the needs the disabled artists desire the most by analyzing implications of the results of the survey on the actual status of disabled artists in 2021.
