국문 초록

최근 해양경찰에 대한 시민들의 치안서비스 요구가 증대되고 있으며, 해양경찰은 해상치안서비스를 제공하는 주체이면서 법집행기관이라는 점에서 대민서비스를 위한 동기요인이 중요하게 자리잡고 있다. 아울러 해양경찰의 해상치안서비스 질적 향상에 대한 중요성이 논의되고 있으며, 해양경찰조직의 실효적 발전을 위한 구성원들의 공공봉사동기에 대한 실증적 연구가 필요하다. 본 연구는 해양경찰의 공공봉사동기에 영향을 미치는 다양한 요인 중에서 조직문화(집단문화, 합리문화, 위계문화)를 선정하였으며, 조직문화를 선정한 이유는 해양경찰조직의 전반적인 조직문화를 살펴봄으로써 해양경찰관들이 조직에 몰입할 수 있는 의미를 부여함과 동시에 해양경찰 개인의 행동을 결정짓는 중요한 요인들로 평가되기 때문이다. 본 연구의 분석결과는 다음과 같다. 첫째, 해양경찰의 집단문화, 합리문화, 위계문화는 공공봉사동기에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 해양경찰의 인구사회변수 중에서 계급의 경우 공공봉사동기에 영향을 미치는 유의미한 결과로 나타났다. 연구결과를 통해 해양경찰의 공공봉사동기 향상을 위해서는 해양경찰 조직문화의 특성을 중심으로 한 정책과 동기요인 간의 조화가 필요하다.

영문 초록

Recently, citizens' demand for the maritime policing is increasing. The motive factor for providing services to the public is important in that the Coast Guard is a law enforcement agency as well as a provider of maritime policing. In addition, the importance of improving the quality of maritime policing is being discussed, and empirical research is needed on the public service motivation of members for the effective development of the maritime police organization. In this study, organizational culture (group culture, rational culture, hierarchical culture) was selected among various factors that influence the public service motivation of maritime police. The reason is that by examining the overall organizational culture of the maritime police organization, it gives meaning to the maritime police officers to be immersed in the organization and is evaluated as an important factor in determining the individual behavior of the maritime police. The analysis results of this study are as follows. First, the group culture, rational culture, and hierarchical culture of the maritime police were found to have a significant effect on the public service motivation. Second, police rank was found to have a significant effect on public service motivation among the demographic variables of maritime police. According to the research results, it is necessary to harmonize the policy and motive factors centered on the characteristics of the maritime police organizational culture in order to improve the public service motivation of the maritime police,
